Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 test program procedures for commercial items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (iii) This combined synopsis/solicitation will result in the issuance of a firm fixed price commercial supply purchase order. (iv) This combined synopsis/solicitation is being issued as a full and open competition. The NAICS Code is 336111 with a size standard of 1,000 employees. (v) This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health and Inspection Service (APHIS) International Services (IS) Screwworm program in Panama. (vi) The objective of this procurement is to purchase a sport utility vehicle for the screwworm program in Panama. Due to the road conditions in Panama where the vehicle will be driven only a sport utility vehicle will meet program needs. (vii) Line item 001 - Sport Utility Vehicle. The contractor shall provide a firm fixed price quote for the vehicle which includes all costs for the purchase of the vehicle including any taxes, surcharges and shipping costs if applicable. (viii) Shipping is FOB destination; if shipping of the item to Panama is required, the Contractor's FOB shipping cost must be included in the price for the vehicle as well as all overheard and material costs to deliver the items to the USDA, IS address listed below in section (ix). If the vehicle being offered is from a local Panamanian vendor, the USDA, IS personnel will pick up the vehicle at the Contractor's place of business if located in Panama City or within a 20 mile radius of Panama City. If shipping of the vehicle to Panama is required, the Contractor is required to make all arrangements and coordinate with the government of Panama Customs and Importation office in Panama for importation of the vehicle as well as pay all importation fees. (ix) Deliverables and acceptance of the deliverables for the vehicle will be at the following location: Embajada de los Estados Unidos Panama, C/O USDA/APHIS/IS, Calle Demetrio Basilio Lakas, Clayton, Panama City, Republic of Panama. The vehicle must be delivered OR ready for pickup by the USDA, IS personnel OR at the FOB destination by Tuesday, March 15, 2016. (x) SPECIFICATIONS: 4 X 4 Sport Utility Vehicle, automatic transmission, limited slip differential, power steering, brakes, and power windows, air conditioning in the front and rear zones. The contractor must provide new vehicles only in their original manufactured condition, no used market or refurbished vehicles are considered to be acceptable. The vehicle must be procured from the dealer/Contractor through a manufacturer approved distribution channel and must be covered by the manufacturer's warranty. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. The Contractor must be able to provide regular and prompt servicing for the vehicle in Panama City, Panama with an adequate supply of parts available for any repairs. The Contractor shall provide information with their quote on any warranties or service plans they offer with the sale of this vehicle. If the contractor is offering to supply a vehicle from outside of Panama they must provide a copy of a written agreement from a dealer in Panama that will guarantee the servicing and repair of this vehicle for any service under warranty. (xi) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far/ (xii) The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. (xiii) The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications in SAM (System for Award Management) or return a completed copy of the Offeror Representations and Certifications with their quotation. The Contractor can obtain a copy of the provision at https://www.acquisition.gov/?q=browsefar or by contacting the Contracting Officer for this solicitation. (xiv) The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. (xv) The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items, applies to this acquisition. The following FAR clauses identified in FAR 52.212-5 are considered checked and are applicable to this acquisition: 52.209-6- Protecting the Government's Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment; 52.222-50- Combating Trafficking in Persons; 52.223-18- Encouraging Contractor Policies to Ban Text Messaging While Driving; 52.225-13- Restrictions on Certain Foreign Purchases; 52.232-33- Payment by Electronic Funds Transfer-System for Award Management. The Contractor that receives the award of the purchase order will be required to be registered in the SAM data base to receive the award. Information on registration can be found at www.sam.gov (xvi) EVALUATION OF QUOTES: The Government will award an order to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the contractor whose quote conforming to this combined synopsis/solicitation will be most advantageous to the Government. The trade off process will be used to evaluate quotes. Quotes will be evaluated based on technical capability, past performance and price, with technical capability and past performance being more important than price. (xvii) Quotes shall be submitted via email to the assigned Contracting Officer Corinne Nygren at Corinne.m.nygren@aphis.usda.gov by 8:00 AM Central Time on Friday, March 4, 2016. (xviii) Quotes should be of sufficient detail to determine their adequacy. If a contractor's quote does not contain all of the items listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the contractor's quote, thereby making the contractor ineligible for award. As a minimum, contractors must submit the following to the Contracting Officer to be considered responsive and have a complete quote: 1) Price Quote - a price for the vehicle, line item 001. See section (vii). This page should also include the vendors full name, address and DUNS# if applicable. 2) Information on the product you are supplying in order to verify it meets the technical specifications. See Section (x) above entitled SPECIFICATIONS. 3) A completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items OR confirmation that this has been completed on-line.
