23 Feb 16 UPDATE: Due to questions and clarifications needed, proposals are now due by Wednesday, Mar 2 at 12 PM (CST). REMINDER: This is a Replacement of a non-repairable chiller, please read the questions and answers posted below to better assist you in submitting your proposal. Questions and Answers, HVAC Chiller, Bldg 1056, Tinker AFB, OK 1) Will certified payroll be required for this project. No, subject to FAR 52.222-401, Contract Labor Standards 2) Will the contractor be responsible to pay sales tax on materials and equipment for this project. Yes 3) Will any payment or performance bonds be required for this project? No 4) What are the insurance requirements for general liability, automotive, worker comp, etc. and will insurance cerfiicates be required prior to start of the work? General liability, Yes 5) How much time should we a lot for our men to get badges for access on Tinker AFB? Typically takes one duty day 6) What is the fee if we lose a badge? You'll be issued a temporary pass for a certain amount of days 7) What are the requirements concerning background check, felony or outstanding warrants with respect to getting a badge at Tinker? The Security Forces will conduct a background check, it's at the sole discretion of Security Forces whether they will allow someone with a felony or outstanding warrant on to the installation 8) Will a pre-construction confernec be required before starting work. No 9) SOW 1.1.5 requires contractor to follow NEC, NFPA & UFC, would this also include Tinker Base Standards? Yes 10) How long will be allowed for the outage to demo and install the new Chiller? Depends on the month, we would expect to start middle of March 11) Will any overtime or weekend work be required for this work? No 12) SOW 1.2.2.2.1 requires contractor to provide period of performance, how much time should be allow for government review of submittals? Due to the urgency, Government will review the submittals within 7 calendar days 13) SOW 1.2.2.2.1 requires contractor to provide period of performance, how much time should be allow for government review of re-submittals? Due to the urgency, Government will review the submittals within 7 calendar days 14) SOW 1.2.2.2.1 requires contractor to provide period of performance, how much time should be allow for an outage request approval? 10 working days if required, most likely less 15) SOW 1.2.2.2.1 requires contractor to provide period of performance, how much time should be allow for government review of crane permit if needed ? Not required in this project 16) SOW 1.2.2.2.1 requires contractor to provide period of performance, how much time should be allow for government review of submittals? Due to the urgency, Government will review the submittals within 7 calendar days 17) SOW 1.2.2.2.1 requires contractor to provide period of performance, how much time should be allow for government approval of final inspections? Five working days 18) SOW 1.1.5 requires contractor to follow UFC, so does UFC require certified Test & Balance or Commissioning? No test and balancing 19) SOW 1.1.2 requires fully operating and functioning system, would this require a new refrigerant monitoring system tied into the existing ventilation system. Reuse existing refrigerant monitoring system with minimal modifications (addition or change of sensor) only as required) 20) Would the contractor be responsible to verify all components, fan, monitor, actuators dampers are functioning on this system as part of this contract? No 21) Does the chiller barrel need to be replaced in the basement? Yes, both condenser and the evaporator 22) What are we supposed to do with respect to controls? tie into existing 23) SOW 1.2.3.2 requires submittal of shop drawings, will these need to be done on Auto CAD or similar? Yes 24) SOW 1.2.3.3 requires As-builts, will these be required to be on autocad sna will government provide dwg files to contractors? Drawings can be obtained by either picking them up in the second floor of Bldg 400 or by reviewing them under this solicitation. 25) Are there any seismic requirements. No 26) Concerning refrigerant removal will government remove refrigerant or will contractor be responsible on this project ? Government will provide empty cylinders and contractor to remove and provide cylinders to the Government. Only one circuit has refrigerant 27) SOW 1.5.3.2 Please provide existing chiller performance criteria. Please refer to the unit specifications on the existing unit. We are replacing with similar kind 28) Will contractor be responsible to clean existing CHW closed loop system? No 29) Will contractor be responsible to provide new chemical treatment for CHW loop? No 30) Will contractor be responsible to repair or check-out fill system, exp tank, air separator, relief valve associated with CHW system? No 31) Please confirm Tinker AFB only allows armaflex or foam glass on Chiller water piping insulation? Yes 32) Please confirm fiberglass insulation is not allowed on CHW piping? " armaflex" 33) Please confirm all piping with 6' AFF will have PVC jacketing or alum jacketing. Yes 34) The SOW states form DD 1354 is attached, can we see this? See NEW attachment with this solicitation 35) TheSOW has no specs or drawings, please provide drawings. Drawings can be obtained by either picking them up in the second floor of Bldg 400 or by reviewing them under this solicitation o r by contacting Paul Richenburg or Aruna at 405-734-7222 36) Is this project a design built? No 37) In terms of piping and electrical conduit/wiring, will we be using the same general layout? No, extensive wiring is not needed since we are going with the same size and configuration 38) Will a temporary chiller be necessary? No 39) Are you planning on posting the sign-in sheet? No, we are unallowed to disclose this information 40) Are we using the existing pads? Yes 41) Please confirm size of old and new chiller? 60 ton TRANE split chiller 42) Does the new system need to be chemically cleaned and treated? No
