Not an all inclusive list of installations in the PACOM AOR Retro-Commissioning Questionnaire Requirements Summary THIS NOTICE IS ISSUED AS SOURCES SOUGHT ANNOUCEMENT FOR INFORMATION PURPOSES ONLY. This Request for Information (RFI) is issued to assist the 766th Specialized Contracting Squadron, Hawaii, in performing market research, determining interest and capability, and information for planning purposes only. This is not a Request for Proposal (RFP) and responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 766th Specialized Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to the request. BACKGROUND - Retro-Commissioning (RCx) involves the systematic investigation and evaluation of existing HVAC systems to evaluate and improve a building's operation and maintenance (O&M). RCx is a systematic process intended not only to optimize how individual equipment operates, but also to optimize how entire systems work together. O&M adjustments, tune-ups, and diagnostic testing accomplished during RCx greatly optimize building HVAC system operation. RCx may also result in recommendations for future large scale capital improvements. DOD is mandated to meet energy reduction goals of EISA 2007, and RCx efforts will help accomplish this goal NAICS (North American Industry Classification System) 541350 - Building Inspection Services REQUIREMENT - 766th Specialized Contracting Squadron is seeking interested sources capable of provide all materials, equipment, tools, and labor as required, to perform all work necessary to retro-commission HVAC systems in the Pacific Command (PACOM) area of responsibility (AOR), to include but not limited to Mainland Japan, Okinawa, Korea, Guam, Alaska and Australia. See attachment two (2) for a list of locations. The contractor will serve as the commissioning authority, and services provided will include HVAC system evaluation, investigation, assessment, data collection and review, functional analysis, testing, balancing, energy analysis, reporting/documentation, maintenance repair of issues identified by the RCx contractor (to be verified by the government prior to repairs), and cost estimating. The Government anticipates awarding a decentralized multiple award IDIQ for this requirement. Contractors may be required to accomplish work on multiple facilities at a base and on multiple task orders simultaneously to accomplish work throughout the AOR. See Attachment one (1) for further description. RESPONSE TO THIS NOTICE - The Government requests that interested and qualified sources provide responses to the attached questionnaire, attachment three (3). Vendors are asked to limit submissions to eight (8) pages or less on 8 x 11 inch standard paper. Any information provided is voluntary. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
