- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a written solicitation will not be issued. Solicitation No. W15QKN-16-Q-0061 is issued as a request for quotation (RFQ) and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-61. This requirement has been set-aside for small business under NAICS code 333923 with a small business size standard of 500. The U.S. Army Contracting Command (ACC-NJ), Picatinny Arsenal, NJ intends to award one (1) firm-fixed-price (FFP) purchase order, on a competitive basis, for one (1) 57-Foot Overhead Crane and one (1) 61-Foot Overhead Crane to support the ARDEC Rapid Prototyping and Integration Facility (PIF) and machine shop in accordance with the following Statement of Work (SOW) requirements: 1. Requirements: 1.1 The Contractor shall deliver one (1) 57 Foot - 0 Inches Span, 1-Ton Overhead Crane that meets the following Technical Performance Requirements: 1.1.1 Minimum 1 Ton Capacity 1.1.2 Span: 57'0" 1.1.3 Runway: 130 Feet 1.1.4 Vendor shall install crane rails on existing I beam girder. 1.1.5 Hoist Speed(s): 24 Feet Per Minute /6 Feet Per Minute 1.1.6 Minimum Hook Capacity: 2000 Pounds (SAE) 1.1.7 Trolley Electrical Operation: 480 Volts, 3-Phase, 60 Hertz 1.1.8 Trolley Speed: 2-Speeds, 80 Feet Per Minute and 20 Feet Per Minute 1.1.9 Anti-collision System Type: Optical; slow down and stop functionality 1.1.10 Controls: Radio with Warning Signal Horn 1.1.11 Warning Signal Horn: 110 decibels with operation from Radio 1.1.12 End of travel stops are to be provided and installed by vendor as part of this effort 1.1.13 The Crane shall meet all applicable OSHA standards 1.2 The Contractor shall deliver one (1) 61 Foot - 9 Inch, 1-Ton Overhead Crane that meets the following Technical Performance Requirements: 1.2.1 Minimum 1 Ton Capacity 1.2.2 Span: 61'9" 1.2.3 Runway: 130 Feet 1.2.4 Vendor shall install crane rails on existing I beam girder. 1.2.5 Hoist Speed(s): 24 Feet Per Minute /6 Feet Per Minute 1.2.6 Minimum Hook Capacity: 2000 Pounds (SAE) 1.2.7 Trolley Electrical Operation: 480 Volts, 3-Phase, 60 Hertz 1.2.8 Trolley Speed: 2-Speeds, 80 Feet Per Minute and 20 Feet Per Minute 1.2.9 Anti-collision System Type: Optical; slow down and stop functionality 1.2.10 Controls: Radio with Warning Signal Horn 1.2.11 Warning Signal Horn: 110 decibels with operation from Radio 1.2.12 End of travel stops are to be provided and installed by vendor as part of this effort 1.2.13 The Crane shall meet all applicable OSHA standards 1.3 Installation and Acceptance Delivery and installation for all components of this effort are to be in-place on Government specified existing girder located in Building 3150, Machine Shop, Picatinny Arsenal, NJ 07806-5000. Appropriate electrical feeds will be available at the points of crane operations. Contractor is required to splice into the existing electrical supply. Contractor is responsible for all ancillary services for delivery and installation such as transportation, rigging, etc. Acceptance of Overhead Cranes will be contingent upon proof of operation and OSHA Load Test Certification. Contractor must provide all proper equipment to conduct Load Test. 1.4 Training The contractor shall provide operators training of a minimum of 3 ARDEC personnel for each crane being delivered and installed. The contractor shall develop validated training materials and training criteria (e.g., desired learning outcomes and performance goals) to verify training effectiveness. The government will review the training materials and criteria for content and clarity before the training. 2. Deliverables: The contractor shall provide the following machines and documentation: 2.1.1 One (1) 57' 0" Overhead Crane Installed. 2.1.2 One (1) 61' 9" Overhead Crane Installed. 2.1.3 One (1) set of operation manuals with each machine installation with a complete duplicate set on CD with the rights to print more copies as needed. One set of any instructional or auxiliary manuals for each machine will be provided with the rights to print copies from a CD. 2.1.4 One set of contractor developed training materials (see paragraph 1.4) for each machine will be provided to the government 30 days before the scheduled training. All equipment shall be delivered FOB Destination (Picatinny Arsenal, NJ) within three (3) months of date of contract award. The following Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) provisions/clauses are applicable and are incorporated by reference: FAR: 52.204-7, 52.204-13, 52.204-18, 52.212-1 (addenda below), 52.212-3, 52.212-4, and 52.246-2. FAR 52.212-5 applies along with the following additional clauses under FAR 52.212-5: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-13, 52.232-33, 52.233-3, 52.233-4, 52.247-34 and DFARS: 252.203-7002, 252.204-7002, 252.212-7000, 52.215-4005, 252.212-7001, 252-232-7006, 252.236-7006, and 252.232-7010. The offerors quote shall be labeled in a consistent manner with this document. All references to the Statement of Work (SOW) shall be clearly labeled with the appropriate SOW paragraph. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. The burden of proving acceptability remains with the offerors. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). The Government will not assume offerors possess any capability, understanding, or commitment not specified in the quote. All inquiries/questions concerning this procurement, either technical or contractual, must be submitted via email to the Contracting Office, phone call inquiries will NOT be accepted. No direct discussion between the technical representative and a prospective offeror will be conducted. Basis for Award The Government plans to award a single firm-fixed-price (FFP) purchase order as a result of this Request for Quotation (RFQ). The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable evaluation approach. Selection of a quote for award will be based on an evaluation of quotes in the areas of Technical and Price with award being made to the quoter whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. 2 Areas to be Evaluated: (1)Technical (2)Price 3 Evaluation Approach Careful, complete, and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below. (1) Technical: The technical portion of the quote will be rated acceptable or unacceptable based on assessment of the stated minimum requirements below. These items are deemed critical to meet the Government's requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. (2) Price: The quoted price will be evaluated for reasonableness.
