- IGF::OT::IGF SIGNAL PEAK A-E BLDG. 407 REHAB FEASIBILITY/ESTIMATE Sources Sought- Notice for IEE The Bureau of Indian Affairs (BIA) Northwest Regional Office, Contracting Section is seeking qualified Indian Economic Enterprises (IEE) interested in offering the services shown below. This announcement is for Market Research only, this is not a request for proposal. Architect-Engineering Services for Feasibility Estimate I.Purpose: The purpose of this action is to provide Feasibility Estimate for Signal Peak Ranger Station (site), Building 407 Rehabilitation. The BIA site is surrounded by the Yakama Indian Reservation. It is approximately 24 miles north-northeast of Glenwood, Washington. Due to the location and elevation of the site the road may be impassable during winter and early spring. II.Background: The site is owned and operated by the BIA. The site comprises approximately one dozen building. The site contained 8 tanks, which the EPA has ruled to be underground storage tanks (USTs) for regulatory purposes. Numerous site characterizations and tank removals have been completed. In 2015, a Sampling Analysis Plan (SAP); a Site Inspection (SI) Report; and a Corrective Action Plan (CAP) was completed for the remaining soil located adjacent to and underneath an historic building (Building 407). The design work shall be based on the description of services that will be provided. All design work shall adhere to the Secretary of the Interiors Standards for Building Rehabilitation. The selected contractor shall provide professional and contracted services supervised by a professional licensed in the State of Washington and an expert qualified under the Professional Qualifications Standards in the Code of Federal Regulations, 36 CFR Part 61. III.Description: A.An experienced, professional Log Building Restoration/Relocation Specialist shall be responsible for coordinating the means and methods of moving the structure before and after soil remediation with a building mover/reconstruction expert, geotechnical engineer, a structural engineer and an architect meeting the Secretary of the Interior ¿s Professional Qualifications Standards for Historic Architecture. The BIA is requesting estimates to be completed for the scenarios: 1. LIFT BUILDING: i. Store temporarily on site away from soil removal ii. Create new foundation in existing location iii. Replace soil per geotech estimate/recommendation-lifts, etc. iv. Replace and rehabilitate building 2. LIFT BUILDING: i. Create new foundation award from soil removal area ii. Place building on new foundation in new location iii. Replace and rehabilitate building 3. Demolish and remove building, dispose of materials off site according to applicable federal, state and tribal regulations. 4. The previous options are not meant to limit the involved professionals creativity and experience should another option become apparent and meet the needs of the project. IV.DELIVERABLE: A.Itemized estimate for scenario: B.Progress Meetings Attendance C.Progress Reports, will reported at 50%, 90% and 100% in writing. D.Final Report in writing. V.General Information: A.The responses to this Sources Sought Notice are limited to 5 pages or less; please do not include marketing materials. Description of business reflecting past services provided, experience in similar A-E services and any certifications. B.Responses should be single space and single sided using 12-point font and should not include attachments or appendices. Contracting Officer: Tami Gallegos Phone: (503) 872-2862 e-Mail: tami.gallegos@BIA.gov Notes: 1.The term ¿Indian Economic Enterprise ¿ is defined in the Department of the Interior Acquisition Regulation (DIAR) 1480.201) as: Indian economic enterprise (IEE) means any business activity owned by one or more Indians or Indian Tribes that is established for the purpose of profit provided that: ¿the combined Indian or Indian Tribe ownership must constitute not less than 51 percent of the enterprise; ¿the Indians or Indian Tribes must, together, receive at least a majority of the earnings from the contract; and ¿the management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians. To ensure actual control over the enterprise, the individuals must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. The enterprise must meet these requirements throughout the following time periods: (1)At the time an offer is made in response to a written solicitation; (2)At the time of contract award; and (3)During the full term of the contract. 2.If a sufficient number of Indian Economic Enterprises respond to this Sources Sought Notice, any solicitation issued as a result of this Sources Sought notice will be set aside for Indian Economic Enterprises only. 3.If an insufficient number of Indian Economic Enterprises respond to this Sources Sought Notice, then the Government reserves the right to issue a second Sources Sought Notice seeking small businesses to fulfill this requirement.
