- This is a sole source procurement to General Dynamics (Cage: 04DG4) The solicitation will hereby be issued under FA8119-16-R-0022. (Amend 02) No Extension of Time is being made for presolicitation synopsis response. Solicitation no. FA8119-15-R-0018, as referenced in Amend 01, is hereby cancelled. Anticipated Award Date: 30 Sept 2016 Duration of Contract Period: 5 Year, Requirements. One 1-Year Basic with four 1-Year Options Electronic procedure will be used for this solicitation. Service/Spare/Repair/OH: Repair RMC: R3/N LINE ITEM INFORMATION: Line Item 0001: Repair of B-1 Aircraft Nose Radome NSN: 1560-01-259-6044EK PN: L3050242-051 Description: Designed primarily to protect offensive, operating, smooth efficient flow of air past the stabilizer. Dimensions are 72 inches long, 16 inches wide, 3 inches thick along inboard side. Tapers to a rounded knife edge at the outboard sides. Thick material made of laminate, polymide quartz pre-pregnated cloth, LBO130-125. Line Item 0002: Over and Above NSN: 1560-01-259-6044EK PN: L3050242-051 Line Item 0003: Data Description: Per DD1423-1, Not Separately Priced Quantity: Best Estimated Basic: 22 each Option 1: 13 each Option 2: 15 each Option 3: 14 each Option 4: 22 each Application: B-1 Aircraft Destination: In Accordance with PMS Instructions (all NSNs) Delivery: 120 Calendar Days ARO Qualification Requirements: Qualification requirements cannot be established by the Government due to limited data Export Control: Yes UID: Note to Contractor: If unit price exceeds $5,000 then UID requirements will apply (all NSNs). Mandatory Language: (all NSNs) One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, General Dynamics Armament and Technical Products Inc, Marion VA, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date as listed in the solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Prospective vendors must comply with all the requirements of the solicitation and its attachments to be considered responsive. The Government does not intend to hold discussion but may hold discussion if it is deemed necessary. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
