- The Space Based Space Surveillance (SBSS) Program Office will be hosting a SBSS Follow-On (SBSS FO) Industry Day on the 6 th and 7 th of April, 2016 for interested offerors. The Industry Day will be held on April 6 th from 0800 to 1200 in the Conference Center, building A8 and from 1300 to 1700 on April 6 th in the Titan conference room, building A1 of the Aerospace facility at 2310 E El Segundo Blvd, El Segundo, CA 90245. Additionally, one-on-one meetings will be held on April 7 th from 0700 to 1200 in Building A1, Room 1029 and from 1300 to 1700 in Building A1, Room 1735 and building A8, A8 conference room. Please arrive 15-30 minutes prior to each session to allow for check-in and registration. Please keep in mind that time will be limited for the one-on-ones and organize discussion topics appropriately. Questions and answers that arise during the conference will be compiled and distributed following the completion of industry day. This industry day is intended to provide interested offerors with information and status of the SBSS FO program regarding: 1) an update on the Operationally Responsive Space 5 program; 2) an update on SBSS FO acquisition strategy development activities; 3) a draft version of the Capabilities Description Document; 4) a draft version of the Technical Requirements Document; 5) potential Source Selection scenarios; 6) a draft version of the Statement of Work; 7) a draft list of the Contract Data Requirements List items; 8) information on the Enterprise Ground System; 9) a draft Incentive Fee Plan; 10) a draft Cost Line Item structure; and 11) a threat overview with associated architecture. Registration is required for attendance to industry day and is limited to five (5) members total from each potential contractor. Include in the registration email which session each member will be attending (ex. John Doe, morning session, April 6 th and/or afternoon session, April 6 th ). Requests for an April 7 th one-on-one meeting must be indicated in the registration email. Please register by sending an email with the names of your attendees to the following address: smc.syaz.sbss_fo@us.af.mil. Briefing materials will also be posted on the SBSS FO Bidder's Library. The deadline for registration is 30 March, 2016. Late registration will not be accepted. For updated information on the SBSS FO Industry Day, including schedule changes or cancellation notices, visit www.fbo.gov ("FedBizOps.gov"). All schedule changes, cancellation notices, and information about the Bidder's Library will also be sent from the smc.syaz.sbss_fo@us.af.mil email address. SECURITY REQUIREMENTS: The April 6 th morning session held in the A8 Conference Center will be held at the TOP SECRET / SCI level, while the April 6 th afternoon session in the Titan Conference Room will be held at the SECRET / REL TO ACGU level. All April 7 th sessions will be held at the UNCLASSIFIED level. Attendees must submit appropriate clearances for the sessions they wish to attend. Security clearance information must be submitted to both the SMC/SY security office via JPAS, SMO Code SSSD AND the Aerospace security office, SMO code 127824, NLT 30 March, 2016. Clearances received after this date will not be accepted for this industry day; any attendee without a clearance will not be allowed to enter the briefing room. Please include Mr. Twain Summerset as the POC for the visit and SBSS FO Industry Day 4 as the reason. Classified material will be made available for this industry day via classified fax or email. Companies wishing to receive this material via fax must provide a SECRET and TOP SECRET fax number, CAGE code, and facility clearance. Wireless, RF, IF, etc., and communications devices (cell/camera phones, two-way pagers, palm pilots, personnel digital assistants, BlackBerrys, devices with Bluetooth technology etc.,) are not allowed. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations related to this acquisition through the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer, but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
