Description
Modification #1: USTDA has received inquiries regarding whether home office work in U.S. facilities is acceptable. In response, per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. Typically such technical assistance efforts involve work performed at both India client locations and U.S. contractor facilities. USTDA has received inquiries as to whether incurred expenses (travel and local subsistence) would be reimbursed. The answer is no. The grant amount of $518,000.00 is fixed and inclusive of all direct labor and other direct costs, including travel. USTDA has received inquiries as to whether the primary work location is New Delhi and will office space in or near the Ministry of Railways (MoR) offices be made available at no cost. In response, per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. Per Clause 4 of the Grant Agreement, the Grantee will undertake its best efforts to provide reasonable administrative support for the selected Offeror, such as office space, and secretarial support. USTDA has received inquiries regarding whether extensive travel will be needed, for example to interview shippers, or will MoR participate in arranging these interviews in or near the MoR office. In response, as per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. Such meetings can be facilitated by MoR. USTDA has received inquiries regarding the plans referenced in Terms of Reference items 1.2 and 2.1, and in particular if they are publically available. In response, MoR's current investment plan can be accessed through Railway Budget 2015-16 & 2016-17 on the website:www.indianrailways.gov.in. MoR's current Five Year Plan document is available on www.12thplan.gov.in. USTDA has received inquiries regarding what "external funding" mean in Task 1.2, which states "analyze... the economic impact... from implementation of leasing and PPP arrangements and determine the required external funding level necessary to meet MoR investment goals." In response, USTDA understands external funding to include leasing and PPP arrangements, multilateral development bank lending and resources, bilateral funding, export credits, and other non-internally generated funding nor government budget allocations. Per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. USTDA has received inquiries regarding Tasks 2.1 and 2.2, specifically, Task 2.2 states "how much additional private funding, above the amount developed per task 2.1, that MoR would acquire..." while Task 2.1 does not mention sources of funding, only funding requirements. In response, the source(s) of funding are given in Five Year Plan document. USTDA has received inquiries as to whether the Contractor will make physical inspections of track and structures, locomotives and wagons or rely on MoR's track inspection reports, maintenance reports and discussions with MoR staff. Per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. USTDA has received inquiries as to what "Purchasing" means in Task 5.3, "Purchasing or Leasing to Non-MoR Organizations." In response, purchasing means procurement by private rolling stock owners. USTDA has received inquiries as to whether MoR seeks to build new passenger rail systems as part of the MoR's 5-year plan. In response, developing High Speed Rail corridors has been mentioned in the Five Year Plan. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 1500 hours IST on March 12, 2016.
