- The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Project Management Office - Combat Ammunition Systems (PM CAS,) will hold a two day Industry Day from 24-25 March 2016 to provide technical information and requirements for a 155mm Cannon Artillery delivered Enhanced Lethality Munition solution to address Large Area Indirect Fires in GPS challenged environments. The potential capability will require compliance with existing US DoD Cluster Munition Policy. The areas of interest for solutions include: all-up munitions solutions, sensors, fuzing, lethal mechanism, explosives technologies, and smart munitions technologies capable of operating in GPS challenged/denied environments. All information presented during the two day Industry Day will not be export controlled and will be Distribution A. This Industry Day will inform industry of the need for a 155mm Cannon Artillery delivered munition solution to address Large Area targets in GPS challenged/denied environments and to facilitate knowledge sharing on the current state of critical technologies. On 24 March 2016, day one of the Industry Day will take place at the Hilton Parsippany, Parsippany, NJ from 1000-1600 and will immediately follow the conclusion of the National Armaments Consortium (NAC) General Membership Meeting (www.nac-dotc.org). Subsequently on 25 March 2016, day two of the Industry Day will be held at PM CAS, Bldg172, Picatinny Arsenal, NJ from 0800-1700. Industry Day one on 24 March 2016 is open to all U.S. Contractors within the NAC. Any non-NAC companies, including foreign companies, are only allowed to attend the 25 March 2016 Industry Day two since they are not NAC members. Additionally, any NAC companies that cannot attend Industry Day 1 can also attend day two. PM CAS will coordinate scheduling of all one-on-one sessions. If directions are needed for the locations of both Industry Days, please communicate with the Point of Contact below and directions shall be provided to you. The Government intends to release this fiscal year a Request for Ordinance Technology Initiatives (ROTI) through the Defense Ordinance Technology Consortium (DOTC) to the National Armaments Consortium (NAC) inclusive of this technology gap. A NAC membership will be required to respond to the ROTI but is not required to attend these Industry Days. Each Business/Organization in attendance will also have the opportunity to meet with subject matter experts in planned one-on-one sessions. Each one-on-one session will last no more than twenty (20) minutes to obtain clarification on any information provided during the course of these Industry Days. These sessions may also be used for company proprietary capability briefs relevant to this emerging requirement. Businesses/Organizations interested in attending a one-on-one session must contact the Army Contracting Command point of contact listed below no later than 12 February 2016 with their intentions. Those who have expressed desire to have a one-on-one session will be provided the time and location for their respective one-on-one meeting before the Industry Day is held. Further instructions for these one-on-one sessions will be given during the introduction of the Industry Day. Businesses/Organizations interested in sending representatives to the Industry Day and participation in the one-on-one sessions shall notify Adam Lichtenberg-Scanlan, via electronic mail only at adam.lichtenberg-scanlan.civ@mail.mil, no later than 5pm EST, 12 February 2016 or as soon as possible with the following information: Firm Name, Name(s) of Individual(s) attending, Country of Citizenship, Telephone Numbers and Addresses. Foreign companies may request attendance for 25 March 2016, but their acceptance to attend this meeting cannot be guaranteed. It should also be noted that attendance by foreign companies is contingent upon the submission and receipt of approval(s) of the required documents (please see Attachment -1 for further details). Foreign companies are to submit the required documentation and visit approvals no later than 12 February, 2016. Each business/organization is limited to a maximum of four (4) representatives. Attendees to the Industry Day on 25 March 2016 who wish to enter Picatinny Arsenal and do not have a Department of Defense identification card must go to the Visitor Control Center located at the Picatinny Main Gate. In order to be issued a personal entry pass, you MUST have some form of valid photo ID, (i.e. Driver's License, Passport, etc.) This policy includes all vehicle passengers. In order to be allowed to drive onto Picatinny Arsenal, you must also present a valid vehicle registration and proof of vehicle insurance. All vehicles entering Picatinny will be subject to search for weapons, ammunition, drugs, alcoholic beverages, photographic equipment, and recording devices. These items will be confiscated and violators will be cited by the Picatinny Police. This Industry Day announcement is not a notice for a solicitation. This is also not a Request for Proposal or Request for White Papers. The Government does not intend to award a contract on the basis of the Industry Day discussions or responses. The Government will not pay for any costs incurred as a result of this Industry Day or costs associated with attending the Industry Day.
