Description
Interior/Exterior Finish (IDIQ), Basic contract includes paint work for interior & exterior such as wall/floor/ceiling & associated work for all eligible facilities at Yokota Air Base and Off-Base Sites. Furnish all parts, labor, materials, tools and equipment, transportation, supervision and all operations identified in these specifications. Additionally, This (IDIQ) includes lead base paint abatement to meet DOD Japan Environmental Governing Standards (JEGS), Dec 2012. These works are required to support the 374 Support Group Base Civil Engineering (BCE) activities headquartered at Yokota Air Base, Japan. Individual task order/ jobs will vary in size & scope. All jobs will be comprised of bid schedule line items which include: Floor: coatings, surfacing, graphics, lines, for floor surfaces. Structure: painting/coating for framing, structural framing, towers, water tanks for a variety of surfaces. Wall: surface preparation, paint, graphics, for a variety of wall surfaces. Ceiling: Surface preparation, paint, for a variety of ceiling surfaces. Protection: Includes all pre-abatement activities to seal the facility or abatement for lead paint area. Demolition: Demolition includes the actual lead base paint and asbestos abatement activity. Asbestos bulk sampling & analysis. Disposal: Disposal includes the actual trash involved in the demolition/abatement. A. Location: The work shall be located at the various facilities at Yokota AB and off-base sites (Fuchu, Yuki, Tama, Tokorozawa, Owada, and Momote). B. Conditions: (1) Type of contract: Multiple-Awards, Indefinite-Delivery Indefinite-Quantity Contract (IDIQ) (2) Performance Period: 12-month contract period and Four 12-month option periods (3) This contract includes lead base paint abatement to meet DOD Japan Environmental Governing Standards (JEGS), December 2012. These works are required to support the 374 Support Group Base Civil Engineering (BCE) activities headquartered at Yokota Air Base, Japan. (4) Task orders will be issued to the contractor that offers the lowest total price from the competitive proposals received amongst the basic contract awardees. C. Acquisition Approach: The Government shall provides Seed project for Project No. ZNRE 14-1116, Paint Exterior Wall, B-803 & 803A, Yokota Air Base, Japan. Construction only project to paint building exterior elements for buildings 803 and 803A, Yokota Air Base. Paint all exposed surfaces of building exterior painted elements such as wall, doors, canopies, eaves, concrete masonry unit enclosures and building attached appurtenances including roof top items. The Contractor awarded the contract shall furnish all parts, labor, materials, tools, equipment, transportation, supervision and all operations identified in the Statement Of Work (SOW) for Project No. ZNRE 14-1116, Paint Exterior Wall, B-803 & 803A, Yokota Air Base, Japan. The scope of work for this project includes but is not limited to: (1) Asbestos bulk sampling (2) Paint appurtenances including conduit and exposed piping, building attached painted elements. (3) Paint exterior side of steel doors including frames. (4) Provide building number(s), one (1) each for the building. Size shall match to existing building number sign size. (5) Replace all existing exterior joint sealant with new. (6) Paint existing bollards with yellow and black stripes. (7) Overpaint doors with existing lead-based paint per locations shown on drawing. Surface preparation by wet method only.
