Description
The U.S. Army Dugway Proving Ground Mission Installation Contracting Command West Desert Test Center (WDTC), Test and Support Division (TSD), Dugway Proving Ground (DPG), Dugway, UT 84022 is seeking sources to provide the following: ITEM NO 0001 Maintenance Labor - Base Year T&M Non-personal services contract to provide for major repairs and parts replacement for 20, 30, 100, 200, 300 series environmental chambers and listed specialty chambers located throughout various areas within West Desert Test Center at Dugway Proving Grounds (See EQUIPMENT DESCRIPTION in full text below). Locations are Carr Facility, White Sage Mortar Range, German Village Artillery Range, Tower Grid and other ranges depending on test requirements. Labor rates shall be fully burdened to include, but not be limited to, labor, travel, lodging, mileage, equipment/vehicle rental, general and administrative, etc. PLEASE SEE LABOR RATE TABLE INCLUDED IN FULL TEXT BELOW. ITEM NO 0003 Labor for personnel reporting system PRS Funding SubCLIN FFP Funding for Personnel Reporting System Labor rates shall be fully burdened to include, but not be limited to, labor, travel, lodging, mileage, equipment/vehicle rental, general and administrative, etc. PLEASE SEE LABOR RATE TABLE INCLUDED IN FULL TEXT BELOW. PERFORMANCE WORK STATEMENT 1. DESCRIPTION OF SERVICES 1.1 Contractor shall provide on-site service and phone support for operational and troubleshooting issues. 1.2 Contractor shall provide for a technical assistance line with a three hour response time during normal working hours to provide technical assistance for on-site troubleshooting of equipment malfunctions and operational issues. 1.3 Should diagnostics be required, government shall contact contractor for an assessment and estimate to repair equipment to full functionality. Contractor shall not proceed with repairs until given a notice to proceed by the Contracting Officer or the Contracting Officer’s Representative (COR). Upon completion, contractor may submit invoice for amount approved only. The assessment cost shall be included in the invoice for repair (if needed). 1.4 Contractor shall have a response time for emergency repairs within 24 hours and regularly scheduled repairs of 3 working days. 2. WORK ORDER AND INVOICING PROCESS 2.1 Upon award of this requirement, the offeror shall adhere to the following instructions to complete work and process any invoices for payment. Government’s appointed COR shall request an estimate for the required task/parts, etc. OR if contractor recommends maintenance work or preventive maintenance/repair, an estimate shall be provided to the government. 2.1.2 The COR shall review any estimate to verify the requirement exists and is valid. The COR shall check the labor hour pricing and parts costs against the pricing table to validate the correct labor hour cost. 2.1.3 The COR or Contracting Officer may then approve the repair/parts and give the contractor a notice to proceed. No work shall proceed until a written notice to proceed has been provided to the Contractor. 2.1.4 The contractor shall not perform work if the cost of that work or cumulative previous work exceeds the balance of funding remaining on the associated contract line item. 2.1.5 Upon completion of work, the contractor shall submit an invoice to WAWF, referencing the identified task/parts request. COR shall verify that task/parts request has been completed per the surveillance matrix. Required Service (Objective) Performance Standard Acceptable Quality Level Maximum Payment for Meeting AQL (Deduction for Not) 1. Personnel Reporting System Contractor shall report manpower data elements as required by local agency requirements. (Ref. Reporting of Contractor Manpower Reporting Requirements.) Manpower data elements are timely reported 100% of the time. 100% of one time service for meeting or exceeding the AQL. Deduction of 100% for failure to meet the AQL. 2. On-site service and phone support. Contractor shall provide on-site service and telephone support for operational and troubleshooting issues in order to maintain fully functional the environmental chambers systems identified in paragraph 1.1. (Ref. Para. 1.1) On-site (Monday through Thursday, except Holidays) and telephone support services (Monday through Friday, except Holidays) are available from 7:00 AM to 5:30 PM. 100 % of invoiced amount for this service will be paid for meeting or exceeding the AQL. Deduction of 1.0 % of invoiced amount for this service for failure to meet the on-site support AQL. Deduction of 0.5 % of invoiced amount for this service for failure to meet the telephone support AQL. 3. Technical assistance line. Contractor shall provide a technical assistance line, with a 3-hour response time during normal working hours, for on-site troubleshooting of equipment malfunctions and operational issues (Ref. Para. 1.2) 75% of responses to the technical assistance line are provided by the Contractor within 3-hours during normal working hours. 100 % of invoiced amount for this service will be paid for meeting or exceeding the AQL. Deduction of 1.0% of invoiced amount for this service for failure to meet the AQL.. Provide diagnostics, and/or assessment and provide detailed estimate to repair. Should diagnostics and/or assessment be required (whether they be Government or contractor identified), or if preventative maintenance is identified on any of the systems listed in the Equipment Description section, the Contractor shall provide such diagnostic and/or assessment, to include providing a detailed estimate to maintain and/or repair and return the system to full functionality. The assessment cost is to be included in the invoice. Contractor shall not proceed with repairs until given a written notice to proceed by the Contracting Officer (KO) or the Contracting Officer’s Representative (COR). (Ref. Para. 1.3) Within 2 working days from identification by the either the Government (with notification to the Contractor) or the Contractor, the Contractor shall provide such assessment along with the detailed estimate to maintain and/or repair the system. 100 % of invoiced amount for this service will be paid for meeting or exceeding the AQL. Deduction of 1.0% of invoiced amount for this service for failure to meet the AQL. Furthermore, should the Contractor proceed with any repairs or maintenance without written consent by the KO or the COR, the entire cost of such shall be borne by the Contractor. 5. Response Time. Contractor shall respond to repair requirements as follows: a. Emergency Response (Ref. Para. 1.4) b. Non-emergency Repairs. (Ref. Para. 1.4) a. Contractor shall respond within 24-working hours to site. b. Contractor shall respond no later than 3-working days to site. a. 100% of invoiced amount for this service will be paid for meeting or exceeding the AQL. b. 100% of invoiced amount for this service will be paid for meeting or exceeding the AQL. Both a & b: Deduction of 5.0% of invoiced amount for this service for failure to meet the AQL. 6. System (Equipment) Repair. Contractor shall complete all repairs and return the system to fully functional status. a. Emergency Repairs (Ref. Para. 1.4) b. Non-emergency Repairs. (Ref. Para. 1.4) a. No later than 3 working days from the written notice to proceed (unless an extension is approved by the COR), the system shall be repaired and returned to fully functional status. b. No later than 14 working days from the written notice to proceed (unless an extension is approved by the COR), the system shall be repaired and returned to fully functional status. a. 100 % of invoiced amount for this service will be paid for meeting or exceeding the AQL. b. 100 % of invoiced amount for this service will be paid for meeting or exceeding the AQL. Both a & b: Deduction of 5.0% of invoiced amount for this service for failure to meet the AQL. Furthermore, should the Contractor proceed with any repairs or maintenance without written consent by the KO or the COR, the entire cost of such shall be borne by the Contractor. 7. Submission of work requests for approval. Contractor shall not perform work if the cost of the cumulative work exceeds the balance of funding remaining on the associated conract line items. (Ref. Para 2.1.4) 100% of work requests submitted for approval to the KO or the COR are within the funding remaining on the associated CLIN. Should the Contractor proceed with any repairs or maintenance that do not have funding, the entire cost of such shall be borne by the Contractor. EQUIPMENT DESCRIPTION The following paragraphs list, reference, and describe the functions, characteristics, and major systems of the climatic chambers that the contractor shall service and repair in accordance with this contract. Components of these systems are described in the manufacturers’ operation and maintenance manuals for each these climatic chambers. Manuals and other documentation shall be provided by the government. Should other documentation be required, those documents/manuals shall be considered as parts and charged to CLIN 0002, 1002 and 2002. MOBILE CONDITIONING CHAMBERS DESCRIPTION: The environmental chambers are used to condition Army material at various temperatures and relative humidities. Manufacturer-is Mallory Engineering of Salt Lake City, Utah. Chambers are of the Mallory 300 and 200 Series. These chambers use electric resistance heaters, expendable refrigerant (liquid carbon dioxide), and mechanical refrigeration to control temperature. Relative humidity is controlled using low-pressure steam injection, refrigerated wet bulb dehumidification, and regenerated desiccant drier dehumidification. These chambers consist of a 32 ft. UTILITY trailer complete with lights, brakes, etc.; a 12L X 7W X 7H ft. (nominal) stainless steel test chamber; equipment compartment, and the following installed equipment: Liquid CO2 piping; insulation; manual, automatic, and pressure relief valves; etc. 2 each 16 in. prop type fans with ¾ hp. motors; shafts; belts; bearings; etc. 9 each 1.7 kW low watt density stainless steel sheathed resistance heaters 7 ½ hp. R134a Coplematic discus condensing unit. Unit has special features like hot gas bypass/liquid injection, and a wet bulb dehumidification system. (known as the high temperature and dehumidification refrigeration system) 300 Series uses and additional Cascade low temperature refrigeration system consisting of a 10 hp. R404a Coplematic discus condensing unit for the high side and a 10 hp. R95 compressor with Dunham Bush cascade condenser for the low side. Unit has special features like hot has bypass/liquid injection on both systems, and an automatic pressure relief system with expansion tank. Instrumentation/electrical package including: Advanted Hay Controller Model # TPC-642 with internal data logging, IMR 00162 high-low temperature fail-safe; three Red Lion DUR00162 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc. CHROMALOX low pressure steam boiler; water pump; 100 gal. Water storage tank; piping; 120 volt solenoid control with gate valves fully actuating steam valve. CARACAIRE continuously regenerated desiccant dehumidifier with automatic dampers. Miscellaneous equipment including: equipment compartment fans and heaters (or AC/heat units); weather and explosion proof lights; security hardware; audible and visual alarms, etc. NOTE: THE CHAMBER LISTED IN THE PREVIOUS PARAGRAPHS IS TRAILER MOUNTED. MAINTENANCE OF THE TIRES, BRAKES, LANDING GEAR, AND RUNNING LIGHTS OF THE TRAILERS ARE THE RESPONSIBILITY OF THE GOVERNMENT. 100 SERIES AND SKID MOUNTED CHAMBERS DESCRIPTION: These chambers are used to condition material at various temperatures. Manufacturer-is Mallory Engineering of Salt Lake City, Utah. Reference: OPERATING AND MAINTENANCE INSTRUCTIONS FOR 100 Series and skid mounted conditioning chambers, 20 Series and 30 series. These chambers use electric resistance heaters and expendable refrigerant (liquid carbon dioxide) to control temperature. The 20 series skid mounted conditioning chambers consist of a 12’L X 8’ X 8’ ft (nominal) stainless steel test chamber, equipment compartment, and the installed equipment below. The 30 series chambers consist of a 25 L X 8 X 8 ft (nominal) stainless steel test chamber, equipment compartment, 6 ton CO2 tank with compressor and the installed equipment below. The 100 series chambers consist of a 32 ft. UTILITY trailer complete with lights, brakes, etc.; a 12L X 7W X 7H ft. (nominal) stainless steel test chamber; equipment compartment, and the following installed equipment listed below: Liquid CO2 piping; insulation; manual, automatic, and pressure relief valves; etc. 2 each 16 in. prop type fans with ¾ hp. motors; shafts; belts; bearings; etc. 9 each 1.7 kW low watt density stainless steel sheathed resistance heaters Instrumentation/electrical package including Research Inc. MICRISTAR controller; DATEL MPP-20 printer; LFE high-low temperature fail-safe; three 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc. Miscellaneous equipment including: equipment compartment fans, heaters, weather and explosion proof lights; security hardware; audible and visual alarms, etc. NOTE: THE CHAMBER LISTED IN THE PREVIOUS PARAGRAPHS IS TRAILER MOUNTED. MAINTENANCE OF THE TIRES, BRAKES, LANDING GEAR, AND RUNNING LIGHTS OF THE TRAILERS ARE THE RESPONSIBILITY OF THE DPG MOTOR POOL, AND NOT THE CONTRACTOR. SPECIALITY CHAMBERS Salt Fog DESCRIPTION: This chamber is used to test Army material with a salt fog to simulate ocean conditions. Manufacturer is Mallory of Salt Lake City, Utah. Reference: Operating and Maintenance Instructions for Salt Fog Chamber. This chamber uses ethylene/glycol circulated water to heat and cool the chamber. The chamber has a 134a refrigerated cooling system. This system uses an atomizing system to inject salt spray into the chamber. This chamber consists of a skid mounted 13L X 8W X 8H ft. (nominal) stainless steel test chamber; equipment compartment, and the following installed equipment: Champion 5 hp two stage vertical Air Compressor Instrumentation/electrical package including 2-Research Inc. MICRISTAR controller; 2-DATEL MPP-20 printer), LFE high-low temperature fail-safe; 6 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc. 2 each water tanks (salt solution & distilled water) with Northrup and Leeds Ph and conductivity probes monitoring ph and salt solution concentrations. Atomizing unit in second tank. 7 ½ hp. R134a Copland Hiside discus condensing unit. Unit has special features like hot gas bypass/liquid injection, and a wet bulb dehumidification system. (known as the high temperature and dehumidification refrigeration system) Fungus Chamber DESCRIPTION: This chamber is used to test Army material with fungus growth. Manufacturer is Mallory of Salt Lake City, Utah. Reference: Operating and Maintenance Instructions for Fungus Chamber. These chambers use electric resistance heaters and mechanical refrigeration to control temperature. Relative humidity is controlled using low-pressure steam injection, refrigerated wet bulb dehumidification, and regenerated desiccant drier dehumidification. This chamber consists of a skid mounted 23L X 8W X 8H ft. (nominal) stainless steel test chamber; equipment compartment, and the following installed equipment: 2 each 16 in. prop type fans with ¾ hp. motors; shafts; belts; bearings; etc. 9 each 1.7 kW low watt density stainless steel sheathed resistance heaters. 7½ hp. R134a Coplematic discus condensing unit. Unit has special features like hot gas bypass/liquid injection, and a wet bulb dehumidification system (known as the high temperature and dehumidification refrigeration system). Instrumentation/electrical package including Research Inc. MICRISTAR controller; DATEL MPP-20 printer; KENT P100 strip chart recorders (1 each), LFE high-low temperature fail-safe; three 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc. CHROMALOX low pressure steam boiler; water pump; 100 gal. Water storage tank; piping; HONEYWELL MODUTROL fully actuating steam valve. Miscellaneous equipment including: equipment compartment fans and heaters (or AC/heat units); weather and explosion proof lights; security hardware; audible and visual alarms, etc. SLOW COOK-OFF CHAMBER This chamber is mounted on a 14.5’x 5’ tandem axle trailer and connects to an external test space with 12” flexible duct work. Manufacturer: Mallory Engineering, Inc. Model: NMT36C Serial: N0007361 Blower system 1.5 HP 1760 RPM with variable speed drive to control air velocity. Electric Heat with 36kW total available. 18 each 2000 watt elements. Up to 600 degree F. NI Compact Fieldpoint Controller. 20 type K thermocouple inputs for monitoring Item Under Test. Remote control capability with Cirronet Ethernet radios. Remote Access Panel with Ethernet Hub. Flood Lights. Remote Controlled 120vac outlets. LIQUID CARBON DIOXIDE STORAGE TANKS These tanks are used for storing LCO2 (Liquid Carbon Dioxide) for use in the conditioning chambers as an expendable refrigerant. All storage tanks utilize a refrigeration system to maintain tank pressure below 300 psig. Various Manufacturers. Ten tanks total. Tank sizes, 6 ton, 12 ton, 14 ton, 50 ton. Tank instrumentation to indicate Level and Pressure. Safety Pressure Relief Valves vent to atmosphere if vessel pressure rises to unsafe levels. CO2 Liquid and Vapor connections with knock on unions. Refrigeration systems all utilize R404a as the refrigerant. ALTITUDE CHAMBER This chamber is used to simulate different altitudes at controlled temperatures. 4’x 4’x 4’ test space with adjustable shelving. Manufacturer: American Research. Air Circulation Fans. Electric Heat. GE Fanuc Programmable Logic Controller, Micristar 2 channel Controller. Cascade Refrigeration System R404a/R23. Direct Expansion Evaporator, Cascade Condenser, Air Cooled Condenser. Chamber Vacuum pump to simulate Altitude increase. Chamber Air Pump to simulate Altitude decrease. VIBRATION CONDITIONING CHAMBER This chamber is used to condition test items undergoing vibration testing. Manufacturer: Mallory Engineering of Salt Lake City, Utah. These chambers use electric resistance heaters, expendable refrigerant (liquid carbon dioxide), and mechanical refrigeration to control temperature. Relative humidity is controlled using low-pressure steam injection, refrigerated wet bulb dehumidification, and regenerated desiccant drier dehumidification. This unit consists of a skid mounted enclosure and connection piping to a stainless steel test chamber; and the following installed equipment: Liquid CO2 piping; insulation; manual, automatic, and pressure relief valves; etc. 2 each 16 in. prop type fans with ¾ hp. motors; shafts; belts; bearings; etc. 9 each 1.7 kW low watt density stainless steel sheathed resistance heaters. 7 ½ hp. Std. 810 environmental tests. Manufacturer: Mallory Engineering of Salt Lake City, Utah. These chambers use electric resistance heaters, and mechanical refrigeration to control temperature. Relative humidity is controlled using low-pressure steam injection, refrigerated wet bulb dehumidification, and regenerated desiccant drier dehumidification. This unit consists of a skid mounted enclosure and connection piping to a stainless steel test chamber; and the following installed equipment: 2 each prop type fans with electric motors; shafts; belts; bearings; etc. 1.7 kW low watt density stainless steel sheathed resistance heaters. R134a condensing unit. Unit has special features like hot gas bypass/liquid injection, and a wet bulb dehumidification system (known as the high temperature and dehumidification refrigeration system). Cascade low temperature refrigeration system consisting of a R404a condensing unit for the high side and a R508B compressor with Dunham Bush cascade condenser for the low side. Unit has special features like hot gas bypass/liquid injection on both systems, and an automatic pressure relief system with expansion tank. Instrumentation/electrical package including NI Rio controller with LabVIEW software; high-low temperature fail-safe; three 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc. Tank; piping; 120 volt solenoid control with gate valves fully actuating steam valve. CARACAIRE continuously regenerated desiccant dehumidifier with automatic dampers. Miscellaneous equipment including: equipment compartment fans and heaters (or AC/heat units); weather and explosion proof lights; security hardware; audible and visual alarms, etc. See attachment for further information. Please provide the following information in response to this sources sought announcement: (1)business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Governments chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Patricia Natividad, Contract Specialist), Dugway Proving Ground, Dugway, Utah 84022-5000.
