Description
TECH REQUIREMENT The U.S. Army Dugway Proving Ground Mission Installation Contracting Command West Desert Test Center (WDTC), Test and Support Division (TSD), Dugway Proving Ground (DPG), Dugway, UT 84022 is seeking sources to provide the following: Mission: To complete restoration of the Fungus Chamber by replacing existing corroded carbon steel walls and fiberglass insulation. The existing wall will be removed and old insulation removed. New polyurethane foam insulation will be installed and the walls replace with continuous welded sheet steel. The entire chamber surfaces will be prepared for painting and repainted. Background: The TSD utilizes the Fungus Chamber to conduct Military Standard 508 Fungus testing on various test items. The Fungus chamber has an internal stainless steel chamber that is utilized to maintain a warm and moist growing environment for fungus growth. The chamber is located outdoors and the external steel plating has become pitted and corroded due to environmental conditions and needs to be replaced. During this replacement process the insulation will be upgraded to polyurethane foam which will provide better insulation qualities and increase the chamber stability by minimizing the diurnal heating and cooling cycles outdoors. Scope: This service contract shall cover transport of the Fungus Chamber from it’s current location South of Carr Facility at DPG to service providers facility. The outer metal sheeting will be removed from the two long sides of the chamber and from both the door and surrounding side of the side with the main chamber entrance door. The equipment room side of the chamber and the top will remained skinned. Insulation will be removed in the sides and replaced with polyurethane foam insulation. The chamber sides will be replaced with 14 gauge electroplated steel that is continuously MIG or TIG welded for a watertight seal. The chamber will be prepared for painting and be painted with an epoxy primer and a polyurethane finish coating. The chamber will then be transported back to DPG and placed on a concrete pad within the Carr Facility. The Fungus Chamber provides a critical test capability therefore completion time for this project is critical. The project duration shall not exceed 120 days from award to completion. Contractor shall submit a detailed timeline for completion of refurbishment meeting or exceeding the 120 day schedule. The 120 day schedule assumes no significant damage is discovered in. Performance Standards: 1. The Contractor shall transport Fungus Chamber from Dugway Proving Grounds, south of Carr Facility to Contractor’s work site for refurbishment. 2. The Contractor shall remove side panel metal sheeting and underlying insulation. The Contractor shall use techniques that minimize any damage caused by removal on underlying support beams or the internal stainless steel chamber walls. The insulation should be removed and the surface cleaned and disinfected. 3. Sheeting and insulation removal shall be complete within 10 working days of proposed schedule and not to exceed two calendar months from commencement. 4. The Contractor shall insulate chamber walls and continuous weld on sheet steel. The chamber surface should be prepared for painting and painted. 5. Ten working day notification to inspect wall sheeting welds and paint preparation of chamber. Welds must be continuous and water tight. Surfaces must be stripped of existing paint and all window/fixturing not being painted be masked. 6. Ten working day notification to inspect completed painting. Paint must have a professional appearance without voids, runs, smudges or trapped debris. 7. The Contractor shall transport Fungus Chamber from Contractors work site to Cement Pad in Carr Facility at Dugway Proving Grounds and position it on pad to align chamber with power and door stop. 8. Quality Assurance Provisions: The Contractor shall define the warranty defined on the repairs performed. See attachment for further information. Please provide the following information in response to this sources sought announcement: (1)business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Governments chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Patricia Natividad, Contract Specialist), Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement.
