INTRODUCTION NAVSUP Fleet Logistics Center Pearl Harbor Regional Contracting Department announces its intention to procure, on a competitive basis, the data management support services in support of Commander, U.S. Pacific Fleet (COMPACLT) located at Pearl Harbor, HI. This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses,including the following subsets, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, to provide the required products and/or services. IT DOES NOT CONSITITUE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMNET IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATON SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES See attached Draft Performance Work Statement (PWS). This contract type is anticipated to be a FFP task order with a period of performance of May 19 through June 18, 2016 and June 20 “ August 11, 2016. Please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business ™ General and Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses (it utilizes as subcontractors) in calculating its performance to comply with FAR Clause 52.219-14. However, see also FAR 52.219-3, and 52.219-27 if you are a HUBZone or Service Disabled Veteran “Owned Small Business. ELIGIBILITY The NAICS code for this requirement is 483114 with a size standard of 500 employees. The product service code (PSC) is V224: Passenger Marine Charter Services. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Submission of any information in response to this sources sought is purely voluntary; the government assumes no financial responsibility for any costs incurred. SUBMISSION DETAILS/INSTRUCTION Interested businesses should submit a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) demonstrating the ability to perform the services identified in the attached PWS. This document must address, at a minimum, the following: 1) prior/current corporate experience performing efforts of similar size and scope within the last 3 years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the draft PWS; 2) company profile to include number of employees, annual revenue history, office location, DUNS number, and a statement regarding current size status; 3) if a small business, the company ™s ability to perform 50% of the work, 4) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include personnel qualifications, specific experience of such personnel and the ability to have personnel located at the city specified; 5) statement regarding capability to obtain the required industrial security clearances for personnel; 6) company ™s ability to begin performance upon the anticipated contract award date of 30 January 2016. The capability statement package shall be sent by email to jimmie.toloumu@navy.mil. Submissions must be received electronically no later than 10:00a.m. Hawaii-Aleutian Standard Time on 14 March 2016. Questions or comments regarding this notice must be submitted by 10:00 a.m. Hawaii-Aleutian Standard Time on 09 March 2016.
