Description
Please fill out the attached questionnaire THIS IS A SOURCES SOUGHT NOTICE ­ FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HUBZone Certified, 8(a) Certified, Service-Disabled Veteran­Owned and Women­Owned, etc.) with General Construction Contracting experience for the Lobby Reconfiguration at the Ralph H. Metcalfe Federal Building (RHM) located at 77 West Jackson Blvd., Chicago, Illinois and the John C. Kluczynski Federal Building (JCK) located at 230 South Dearborn St., Chicago, Illinois. The intent of the project is to provide and install turnstile/passgates (passgates) in the respective lobbies of the above referenced facilities. For the JCK Facility, there will six (6) passgates and for the RHM facility there will be five (5) passgates installed. The intent is to provide all labor, materials, supervision, coordination, etc. to fully install the necessary infrastructure and turnstile units. Further, the intent is to have the programming and operations coordinated with GSA's designated security controls contractor in order to bring the unit online and function properly. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 236220, Commercial and Institutional Building Construction, The estimated total construction cost for this project falls within the range of $1,000,000.00 to $5,000,000.00. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this project shall provide a minimum of two (2), no more than five (5), "similar" projects that are at least 90% complete. To be considered similar, projects must exceed $400,000 in construction costs and have been completed within the last ten (10) years. Similar projects ideally should represent or include some aspect/component of security infrastructure and/or installation and/or programming. Components may include but are not limited to passgates, turnstiles, access cards, security screening, etc. If you are an interested small business, please submit 1) the Market Research Questionnaire and 2) a Project Experience Form for each project example. All information is subject to verification. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Completed Market Research Questionnaires and Project Experience must be submitted no later than Thursday, March 24, 2016 at 4:00 PM CDT.
