Description
This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent Mantech Systems Engineering Corporation (Mantech) at 12015 Lee Jackson Hwy, Fairfax, VA 22033-3300 for an estimated 97,606 hours of Engineering and Technical support services. The awarded bridge contract will also include a six month "Option to Extend Services" clause pursuant to FAR 52.217-8 for additional estimated hours of 65,070. This is necessary for the continuance of contractor support services to the Systems Engineering Competency (AIR 4.1) of the Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD. The contractor support services will include Engineering and Technical Support for Reliability, Maintainability, Testability, Quality Assurance, Diagnostic and System Safety Analyses during the Design, Development, Production and In-Service cycles of all Naval aircraft and their systems. This support encompasses carrier based tactical aircraft, shipboard capable vertical/short takeoff and landing aircraft, maritime support aircraft, unmanned aircraft, tactical weapons systems, support systems and equipment and aircraft launch and recovery equipment. The primary location for services in support of this bridge contract is anticipated to be at the NAWCAD, Patuxent River, Maryland; NAWCAD, Lakehurst, New Jersey; NAWCWD, China Lake, California; NAS Jacksonville, Florida; MCAS Cherry Point, North Carolina; NAS North Island, California; West Palm Beach, Florida; Beaufort AS, South Carolina; Hill AFB, Utah; Luke AFB, Arizona; and MCAS Yuma, Arizona. Support services may be required at other primary locations not currently identified. The proposed bridge contract is needed for continued support services currently being performed under contract N00421-11-D-0027, while the follow-on contract is being completed with an estimated award date in May 2017. This requirement will be a Cost-Plus Fixed Fee (CPFF) bridge contract. Due to the ongoing nature of the support services currently being performed under contract N00421-11-D-0027 and the need to continue these services with a minimal break in work; Mantech is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 21 March 2016 1400 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any questions shall be submitted to Joe Merritt, Code 2.5.1.5.4, via email at joe.merritt@navy.mil. Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Mantech is the sole source capable of providing these support services without creating an impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis.
