VA786-16-R-0132 PRE SOLICITATION NOTICE FOR MOUNT MORIAH CEMETERY NAVAL PLOT RENOVATIONS (LOTS 66 & 65), MOUNT MORIAH CEMETERY, 62ND STREET AND KINGSESSING AVENUE, PHILADELPHIA, PA 19142 Project Control #: 926-M&R16-09 Burial plots and areas are under the purview of the Washington Crossing National Cemetery. Magnitude of Construction: Between: $250,000 and $500,000 RFP VA786-16-R-0132 - Contractor shall provide all labor, equipment, material and supervision necessary to perform work required per the attached specifications and work documents.. Base Contract (Section 66): This contract is to replace and install, and as such the contractor shall have under contract a professional design firm which specializes in both historic preservation and civil/sitework design. Contractor shall submit this firm for approval complete with qualifications prior to the start of construction. Replace existing cracked and failing granite slab (17" thick, 7x7' wide) with new to match existing granite in color, size, and quality. Professionally design (stamp and seal, typical where professionally design is stated) the foundation for this new granite slab to prevent settlement and frost heave failures. Anchor, chain, and eyelets: Strip and repaint to match existing color. Professionally survey the location and arrangement of this anchor, concrete base/chain latching mechanism, chain and eyelets system such that the refinished product is placed in the same location and arrangement. Install a new flagpole with solar power and LED lighting. Professionally design and survey for a new gravel road in accordance with PADOT requirements for low volume road to be installed in the existing road locations as shown on the contract drawing. Total distance of new road to be installed is to be assumed as 852 linear feet. New road is to be minimum 12' wide. New road is to be a minimum 8" higher in the center of the drive lanes (road) and slopped smoothly to the edges of the road to match the existing grade of the site. Existing granite post and metal chain fence. Remove the metal chain, sandblast and repaint to match existing color. For granite post with metal collars, remove the metal collars used to secure the chain to the posts. Quantity of collars to be demolished: 46. Raise and realign all existing, reinstalled, and new granite posts such that they are plum, level and installed to matching heights above grade for their respective burial sections. Install new granite posts and chain fence to match existing. Add Alternate #1 (Section 65): Provide site professional survey to determine and locate the perimeter of the property boundary. Provide as-built of this project area reflecting all existing conditions and new work. Demolish the existing fence and wood posts. There is a berm approximately 6' high located along the fence line. Assume that approximately 30 linear feet of this berm is encroaching on the burial plot locations. Demolish and regrade this berm to level with the surrounding earth such that the burial plots can be provided with the proper dimensions. Install a new flagpole with solar power and LED lighting. Provide 6'x6' x 5" thick concrete slab and base for the flagpole. Install an American Elm tree. Tree is to be installed and established by a professional landscape contractor. Installation shall include establishment of mulch base around tree, tree shall be properly staked and thoroughly watered after installation. Duration: Term of the contract shall be (180 days) from receipt of the notice to proceed subject to all terms, conditions, provisions and schedules of the contract. All proposals priced less than $150,000 will require one of the alternative payment protections below under this solicitation: "Payment Bond "Irrevocable letter of credit "Tripartite Escrow Agreement All proposals priced greater than or equal to $150,000 will require: Performance Bond and Payment Bond under this solicitation. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238140 is applicable. Please reference Solicitation Number RFP VA786-16-R-0132 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about March 16, 2016. Responses to the solicitation are due by 2:00 p.m., April 13, 2016. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps.
