Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source Cost-Plus-Fixed-Fee Order Basic Ordering Agreement (BOA) N00019-15-G-0003 with Raytheon Missile Systems (RMS), Tucson, Arizona for the Joint Standoff Weapon (JSOW) Common Unique Planning Component (CUPC) Weapons Planning Environment (CWPE) Software Sustainment Efforts and provide weapon Mission Planning capability and interface with the aircraft platforms' unique Mission Planning Environment (MPE) for the Royal Australian Air Force. This sustainment shall support Mission Planning capability for the Joint Standoff Weapon (JSOW and Direct Attack Weapons (DAWS) Software Update for the F/A-18. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon has unique knowledge of the JSOW as a result of its design, development and modification of these weapons systems since the early 1990s. Accordingly, Raytheon is the only known qualified responsible source that can fulfill the requirements specified herein. This notice is published for information purposes only and is not a request for competitive proposals. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 18 March 2016. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
