Description
The Smithsonian has a requirement for a Construction Manager as Constructor ("CMc") for a comprehensive revitalization of the National Air & Space Museum located at Independence Avenue at 6th Street, SW in Washington, DC ("NASM Building Revitalization"). Revitalization of the NASM National Mall Building entails a comprehensive building envelope and HVAC replacement as a consequence of deterioration of both systems, and cooperation in the relocation and storage of NASM's extensive collections ("Project"). The need for the project is required by failure of the building exterior or envelope, occasioned by the distortion and detachment of exterior stone cladding attributed to latent residual stresses and thermal hysteresis. The obsolescence of NASM's HVAC system is a function of its age, which dates to the building's opening in 1976. Construction costs for the project are estimated at $443M. Firm evaluation and selection will be conducted in accordance with FAR Part 15, Best Value Procurement, utilizing a two step procurement process. Phase 1 of the solicitation for this requirement is a Request for Qualification ("RFQ") numbered F15SOL10023, which will issue on or about March 17, 2016. Qualification Statements submitted by Offerors will be evaluated to determine contractors to be placed on the pre-qualified list for this Project. Phase 2 of this procurement will be a Request for Proposals ("RFP") numbered F16SOL10024, tentatively planned for release in July 2016; 35% design documents issued to pre-qualified contractors. The CMc selected under Phase 2 of this solicitation shall provide Pre-construction Services and Construction Services and successfully coordinate with the Smithsonian to protect collections items as they are impacted by the Project. Total period of performance including Pre-construction and Construction is estimated to be from notice to proceed in October 2016 to substantial completion in October 2025. The successful offeror for this contract will be competitively selected using negotiated procurement procedures in accordance with FAR Part 15 and Section M of the forthcoming Request for Proposals.
