- This request and procurement is 100% restricted to Service-Disabled, Veteran-Owned Small Businesses (SDVOSB). THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR SF 330'S ARCHITECT/ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THERE WILL BE NO SITE VISITS ARRANGED DURING THIS PHASE OF THE REQUIREMENT. THIS PROJECT IS SUBJECT TO AVAILABILITY OF FUNDS. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Federal Acquisitions Regulations (FAR) 36.6 (Brooks Act) selection procedures apply. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future contracts based on those documents. 1.GENERAL INFORMATION: The Department of Veterans Affairs, VA Medical Center in West Palm Beach, FL is seeking sources and intends to award a firm fixed-price contract for Architect/Engineering (A/E) services for the development of complete construction documents, which include working drawings, specifications, reports, and construction period services, for Project # 548-16-612, "Replace Variable Air Volume Boxes and Upgrade to Direct Digital Controls" located at the VA Medical Center in West Palm Beach, Florida. The A/E services listed herein are being procured in accordance with the Brooks Act (Public Law 92-582) and in accordance with Federal Acquisition Regulation (FAR) 36.6 and VAAR 836.6. All submissions will be evaluated in accordance with the evaluation selection criteria as specified herein. The VA Medical Center West Palm Beach is a working facility and phasing plans for minimizing downtime, and provisions for continuation of service during outages is critical to this project. Point of Contact: Deborah Murphy, Contracting Officer Email: Deborah.Murphy3@va.gov 2.PROJECT INFORMATION The NAICS Code for this procurement is 541330 Engineering Services and the annual small business size standard is $15M. The projected award date for the anticipated A/E contract is on or before June 30, 2016. Work will be completed, excluding construction period services, within 200 calendar days after receipt of the Notice to Proceed. The NAICS code for the anticipated Construction project is projected to be 236220 and magnitude of construction is predicted to be between $2,000,000 and $5,000,000. The anticipated award date of the construction phase of the project is projected to be by September 2017. An Architect & Engineer (A/E) contract will be negotiated for the development of complete construction documents which include working drawings, specifications, reports, and construction period services. The A/E will be given written information; participate in project planning meetings, pre-bid meeting, and pre-construction meeting as required; communicate with VA personnel via telephone, email or letter; and is expected to coordinate so that the final documents include all requirements in accordance with industry standard practices, VA standards, VA design manuals, and review comments. The selected A/E firm will be responsible for being responsive to the VA Medical Center and provide basic A/E services during the Construction Period Services phase of this project and shall service the government in an advisory and consultant capacity. PROJECT OVERVIEW: This project will provide all engineering services necessary for design of a project described here called "Replace Variable Air Volume Boxes and Upgrade to Direct Digital Controls". The project includes designing of demolition of all existing air terminal units, reheat coils and control valves, all pneumatic controls and thermostats associated with boxes in main hospital and CLC Building, and designing of all new electric/digital Air Terminal Units complete with reheat coils, control valves, actuators, and thermostats/sensors associated with boxes. Programming modifications and BAS updates shall be part of the project. The design of this project will address, but will not be limited to, the following items: 1)Perform a technical evaluation of the existing site conditions, paying special attention to existing structural system, utilities, building operations, etc. 2)Establish additional programming requirements for the design project by collecting information from the designated VA personnel. 3)There are approximately 1,320 VAV boxes in building 1; 20 exhaust, 20 return, 7 cooling only, 136 constant volume boxes with reheat and the rest VAV with reheat. Building 3 (CLC) has approximately 119 VAV boxes, 14 cooling only, 105 VAV, 24 VAV boxes have 3 way control valves and rest have 2 way control valves. Approximately 48 existing VAV boxes replaced with new electric VAV boxes in building 1 (Hospital) to remain. Two or more VAV boxes serving same open area shall be combined into a single VAV box when feasible. 4)Survey and investigate to implement unoccupied temperature for the areas unoccupied after regular business hours. Implement unoccupied space temperature setbacks in areas and allow air handling unit fans to cycle on/off to maintain the setback temperature and humidity or shutting down of HVAC during unoccupied hours when feasible. Current HVAC system temperature set points remain constant regardless of the occupancy of the spaces they serve and supply air static pressure set points have not been reset based on VAV terminal unit demand. Modify programming to run HVAC system temperature set points based on occupancy and reset supply air static pressure set points based on VAV terminal unit demand. Modify time of day schedules as needed. Modify sequence of operation to implement volumetric tracking of return fans. Verify that all cooling valves respond to supply air set point, modify programming as needed.. 5)Replace all existing air flow measuring stations with new air flow sensors with 2% accuracy or better 6)Design a return air system for AHU-21 and AHU-22 to convert 100% OA units to return air systems. Provide VFD's for AHU-21, 22 and AHU-16 complete with programing and associated exhaust and return systems as required. Programing/sequence of operation shall be modified to incorporate new system installation. The detailed project design should begin with the above-mentioned intense on-site physical survey and collection of previous project data. All design shall comply with latest VA and ASHRA/E standards, VA HVAC Design Manual March 2011 edition, and current sequence of operations. Design shall be in accordance with all applicable requirements of the NFPA, EPA, OSHA, National Plumbing Code, National Electric Code, ASHRA/E, National Safety Code, VA Specifications, VA Standard Details, VA Construction Standards, and applicable local, state, and federal regulations. All designs shall incorporate all electrical, mechanical, controls, programing, plumbing, structural, and architectural components necessary to provide for a complete installation. Existing drawings will be made available to the A/E when available; however, their accuracy shall be field verified by the A/E and all consulting firms as part of investigative services. The A/E will be required to perform all necessary site survey work such as verifying record drawings. The A/E firm shall design this project with 20% deducts alternates included. The A/E will be required to perform all necessary site survey work such as verification of as built drawings, demolition and new construction and verifying and analyzing of existing VAV systems and light switches to be replaced. The following investigative work shall be included within the scope of project: A. Provide all architectural, electrical, mechanical, and structural investigative work for application for project. Existing conditions may be field verified to insure the accuracy of the A/E designs B.Verify VA furnished as built drawings to insure A/E design is accurate. It is the A/E's responsibility to determine existing conditions and to base the design on this information. Also, the A/E shall review all existing drawings and determine those required to be used for each project, to insure no design deficiencies. C.Materials to be furnished to the A/E by the VA The following items shall be furnished to the A/E upon request: 1.Single prints (or CAD drawings, if available) of the station utility drawings and building floor plans. Note - Additional copies will be the responsibility of the A/E. The accuracy of these drawings is not guaranteed and shall be used only for general information. Actual conditions may be field verified by the A/E. The A/E will review existing drawings on file and determine what copies will be needed on a per project basis. 2.Construction specifications and design related information are available on-line at the following website: http://www.cfm.va.gov. A/E may be provided with specific specification sections which have been modified for this Medical Center. 3.Guidelines for identifying project drawing titles and numbers: a.Fonts: A/E shall use the AutoCAD "ROMAND" (or similar) style font for all text used on the construction documents. b.Text Size: Text size shall be 1' 0" height minimum at 1/8" scale, or 6" height at 1/4" scale. d.Layering: VA Form 08 6231 30" X 42" drawing sheet containing VA title block or AutoCAD VA Form 08 6231. 3. A/E SELECTION PROCESS: Responsive firms submitting SF 330's in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for initial selection evaluation. Following initial evaluation, a minimum of three firms that are determined to be the most highly qualified based on the selection criteria responses, will be selected for interviews. Selected firms will be notified by telephone or email of selection and provided further instructions. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF330 must be completed by the office/branch/individual team member actually performing the work under this contract. 4. SELECTION CRITERIA: Evaluation and selection of firms will be based on submissions and direct responses to the following criteria in accordance with FAR 36.602-1 and VAAR 836-602-1, which are numbered in descending order of importance: 1)Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s). (The firm and A-E on staff representing the project or signing drawings in each discipline must be licensed to practice in the State of Florida under Florida State law requirements. Provide Professional License numbers and or proof of Licensure.) 2)Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (Include Government and private Experience on similar projects) 3)Capacity to accomplish work in the required time. (Provide firms experience with similar size projects and available capacity of key disciplines). 4)Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (Government Past Performance Information Systems may be accessed) 5) Location in general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and The area of consideration for offers is a 500 mile driving radius between offeror principal business location and the VA Medical Center, West Palm Beach, FL. Offers outside the 500 mile radius will not be considered. (Determination of mileage eligibility will be based on www.mapquest.com). 6)Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (Awards, Outstanding Merits, Recommendations) 7)Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 8)Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. 9)The selected A/E should have previous experience in the design VAV replacements with upgrades to digital controls within Medical Facilities. The A/E must provide documentation of at least one designs VAV replacements within Medical Facilities with references, names, and phone numbers with their SF-330. 10)Acceptability under other appropriate evaluation criteria. 4. SUBMISSION CRITERIA/REQUIREMENTS: Interested firms having the capabilities to perform this work must submit: "One (1) electronic SF 330, including Parts I and II, and attachments (if any) electronically to deborah.murphy3@va.gov no later than 4:00 PM, Eastern on Wednesday, March 28, 2016. Size limits of e-mails are restricted to 5MB. If more than one email is sent, please number emails in Subjects as "1 of n". (Example: SF330 Submission, # VA248-16-N-00615 - Replace VAV Boxes and Upgrade to Direct Digital Controls, Project 548-16-613 (1 of n, 2 of n, etc.) "Three (3) hardcopies by mail (or hand delivery) of the SF 330, including Parts I and II, and attachments no later than 4:00 PM, Eastern on Wednesday, March 28, 2016 to: Department of Veterans Affairs VA Medical Center West Palm Beach Network Contracting Office 8, Building 12 ATTN: Deborah Murphy 7305 N. Interested firms are responsible for ensuring delivery of submission. In addition to the SF 330's, offerors must include a cover sheet containing the following information: 1)Company name 2)Address 3)Phone number 4)Name and email of primary point of contact 5)Number of completed VA projects 6)Socio-economic status contractor and all proposed consultants 7)DUNS number and Cage Code for Contractor and all proposed consultants 8)Tax ID number. The submission must also include a copy of the firm's CVE certification letter. SF 330 must indicate the percentage of the contract performance cost that will be expended by the prime firm's employees and in which discipline(s) and subcontracted percentage of contract performance cost to be expended (and in what disciplines). All subcontract and other related business entities must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc.). This is in order to assure compliance with FAR Clause 52.219-14(b)(1) Limitations on Subcontracting. Failure to provide this information may deem the firm nonresponsive and preclude SF 330 submittal from being included in the evaluation process. Failure of a proposed SDVOSB to be verified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. All joint ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. Each respondent must be able to demonstrate the ability to comply with FAR Clause 52.219-14, Limitations on Subcontracting. Submittals received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals. Firms not providing the required information may not be evaluated. All information must be included in the SF330 submission package. It is the offeror's responsibility to check the Federal Business Opportunities website at: www.fbo.gov for any revisions to this announcement prior to submission of their SF-330.
