Description
REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT (SS) NOTICE THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, or performance work statements, or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. INTRODUCTION GPS Pseudolites are systems that provide Radio Frequency (RF) transmissions that can be used by military GPS receivers that have the required software. The primary intended function of Pseudolites is to mitigate potential interference and jamming. Because Pseudolites are deployed terrestrially, they can provide much more power to receivers. The signal that the Pseudolites are required to output is described in IS-GPS-250A, 30 Jan 2012, "Global Positioning System (GPS) P(Y)-Code External Augmentation System (EAS)/User Equipment Interface." (FOUO, Distribution F). This document is available upon request from the point of contact below. As described in this interface specification, Pseudolites are required to output their signals at the two basic GPS frequencies (L1/1.57542 GHz and L2/1.2276 GHz) so that existing Military GPS receivers can utilize the signal without hardware changes. The Pseudolites will have to be able to pulse their output using the Slow Sequential Pulsing scheme described in IS-GPS-250A so that the signal does not jam other GPS receivers. SCOPE The Government has been conducting technology maturation and risk reduction on the Pseudolite program. This includes prototype development, assessment of critical technology elements (CTE), and maturation of requirements, and system trades. The government is planning for entry into the engineering and manufacturing development (EMD) phase of the program in fiscal year (FY) 2018. The government contemplates an EMD acquisition with a single provider for the entire pseudolite requirement, including all subsystems (transmitter, receiver, C2). The EMD phase of the program will cover further development of the product baseline, verify it meets the system functional and allocated baselines, and transform prior preliminary design work into a producible design, all within the schedule and cost constraints of the program. Associated systems engineering (SE) activities support development of the detailed design, verification that requirements are met, reduction in system-level risk, and assessment of readiness to begin production and/or deployment. DATA SUBMISSION REQUIREMENTS PM PNT requests industry provides the following, but not limited to: General • Statement of interest. • Description of qualification: demonstrated products, projects, applicable experience. State whether your current experience is in design, development or both. • Description of existing or planned work in this area. • Describe company program management and system engineering processes and how they reduce cost, schedule, and performance risk on contracts of similar scope and complexity • Description addressing the below subsystems. Pseudolite transmitter Areas of interest are: • Assessment of pseudolite position, time, and velocity (PVT) accuracy • Challenges to maintaining PVT accuracy and potential mitigation strategies • Ability to operate in adverse electromagnetic environments • Size, weight, and power expectations and strategies to integrate on ground and air platforms (for response purposes assume an airborne platform like a Shadow UAV and ground platform as JLTV) • Design considerations for manufacturability • Logistics considerations for reliability, repairs, and sparing • Cybersecurity and security certification considerations Pseudolite C2 application PM PNT would like information pertaining to the Pseudolite C2 system. Areas of interest are: • Compatible fielded systems that could potentially host Pseudolite C2 software or functionality. • A ranked list of significant pseudolite C2 risks with possible mitigation approaches. • Details of experience in building fielded military C2 applications that manage sensors spread across the battlefield or that manage RF systems • Details and experience in geolocation using sensors located across the battlefield. • Details and experience in RF Propagation modeling systems for tactical planning of Pseudolite transmitter locations and their coverage of Pseudolite Receivers. Pseudolite capable software upgrade package The primary purpose of this RFI is to get feedback on topics of importance to PM PNT's Pseudolite program pertaining to the Pseudolite capable software upgrade to legacy GPS receivers. The intent is to only perform software modifications to a fielded legacy GPS receiver without changes to current hardware/firmware. Areas of interest are: • Compatibility of the Pseudolite waveform with fielded legacy GPS receivers; how different software versions for a particular GPS receiver may be more suitable/less suitable to this software upgrade • Protecting Pseudolite location data within the GPS receiver • Information Assurance impacts of having a PL capable GPS receiver • Comments regarding potential risk areas for upgrading a legacy GPS receiver to be able to accept the PL signal • Comments regarding prioritization algorithms for the GPS receiver- how the receiver would discern when to use just PLs versus a combined mode of PLs and GPS to allow for seamless operation for the user • If PL location needs to be transmitted from the Receiver to another system, how to best protect this data Administrative information 1. Does your company have the ability to operate and maintain a secure shared data collection site (manpower, estimate labor hours, and total payments) between contractor and Government? i. Any potential sources shall have, at a minimum, a valid accreditation from the Defense Security Service (DSS) at the TOP SECRET (TS) level. If a copy of the facilities' accreditation is to be submitted, please include a copy with your response. NOTE: The Government does not require the contractor to have TS facilities at the time of the White Paper/RFI submission; however, facilities must be DSS accredited prior to the award of any contract resulting from any solicitation utilizing the results of the RFI. j. The availability of adequate cleared personnel to manage and support any efforts that may result from this Request for Information should also be addressed. Said personnel may require access to Communications Security (COMSEC) information, Sensitive Compartmented Information (SCI) and Non SCI Intelligence information, North Atlantic Treaty Organization (NATO), Foreign Government, and For Official Use Only (FOUO) information, as well as access to the Secure Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communications System (JWICS) at the Government facility. 10. Identify a maximum of three recently awarded Government contracts (within the last two years) in which your company has provided SETA support as a prime contractor. For any clarifications or questions regarding reference documents or RFI, contact the POC below. NO PHONE CALLS WILL BE ACCEPTED. HAND DELIVERED PACKAGES WILL NOT BE ACCEPTED. Contractors may only provide one submission per CAGE code. If your company has different business sectors which hold different CAGE codes, each sector can submit a capability package. In addition, each CAGE code must provide separate facility clearance documentation. If teaming, use the Prime Contractor's CAGE code in the response. The information provided and received in response to this announcement is subject to the conditions set forth in FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does not constitute an Invitation For Bid or a Request For Proposal Responses to this RFI/SS. Notice are due to by 1700 hours on (02 April 2016) Eastern standard time (EST). Proprietary information should be clearly marked. All submissions shall be sent via e-mail.
