- Minimum Specifications This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-16-Q-1107. This requirement is unrestricted. NAICS Code is 611310, Size standard is $27.5. NUWC Division Newport intends to purchase the following items from the University of Southern California (The MOSIS Service), Marina Del Ray, CA: (1) 40 IBM 8HP Integrated Circuits on die area of 6.25 mm^2 (Lot Size = 40); one (1) lot each; and (2) 40 IBM 8HP Integrated Circuits on die area of 2.25 mm^2 (Lot Size = 40); three (3) lots each. See attachment (1) for minimum requirements. The foundries: IBM (CMOS, SiGe BiCMOS) MPWs for multiple generations in each technology are offered on a regular recurring basis. The University of Southern California (The MOSIS Service) is part of the Trusted Foundry Program (OSD, NSA). The University of Southern California (The MOSIS Service) is the sole aggregator for the IBM 9HP (300 GHz SiGe BJT with 90nm CMOS). The 8HP SiGe BiCMOS fabs created by the University of Southern California (the MOSIS Service) meet NUWC Division Newport's requirements for both technology and the recurrence rate of 1 MPW every 2 months. Offers must submit detailed product information, past performance, and prices. Evaluation is based on the offer which is Low Price Technically Acceptable. Offers should also include delivery dates and terms and the following additional information: Cage Code and DUNS #. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Offers must be submitted to Commercial Acquisition, Building 1258, Naval Undersea Warfare Center Division Newport, Code 0222, 1176 Howell St., Newport, Rhode Island 02841-1708, faxed to 401-832-4820 or e-mailed to debra.dube@navy.mil.
