Description

The Naval Air Warfare Center (NAWC-AD) 21983 Bundy Rd, Patuxent River, MD 20670, intends to negotiate a sole source contract with Teledyne Controls, 501 Continental Blvd., El Segundo, CA 90245, to procure Digital Flight Data Acquisition Units (DFDAU) and Teledyne Data Replay Software (TDRS II) for the C-130T Avionics Obsolescence Upgrade (AOU). The anticipated contract will procure DFDAUs and a TDRS II software license in fiscal year (FY) 2016 with the option to procure additional DFDAUs in FY 2017. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304 (c)(1), as implemented by FAR 6.3052-1(a)(2), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Teledyne Controls is the only known manufacturer of the DFDAU and TDRS II software for the C-130T AOU and is the only known source that possesses the necessary technical data to provide the identified systems. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, prior to the posted response date, which will be considered by NAVAIR.
