- The purpose of this amendment is to provide notice that the small business set-aside for Solicitation #NND16576517Q has been dissolved and NASA AFRC intends to purchase the items directly from NovAtel Inc., 1120-68th Avenue N.E., Calgary AB Canada, T2E 8S5 as the sole source. The requirement has also changed from a quantity of 4 ea. to a quantity of 3 ea. All other requirements shall remain the same. Authority for the requirement is 10 USC 2304(c)(1) Only one responsible source. Justification is based upon the following facts: Historically, this unit was available through NovAtel's distributors, however, in recent months, this item has become a "restricted" item for resellers. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 pm PST on March 7, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
