Description
This request and procurement is 100% restricted to Service-Disabled, Veteran-Owned Small Businesses (SDVOSB). THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR SF 330'S ARCHITECT/ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THERE WILL BE NO SITE VISITS ARRANGED DURING THIS PHASE OF THE REQUIREMENT. THIS PROJECT IS SUBJECT TO AVAILABILITY OF FUNDS. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Federal Acquisitions Regulations (FAR) 36.6 (Brooks Act) selection procedures apply. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future contracts based on those documents. 1.GENERAL INFORMATION: The Department of Veterans Affairs, VA Medical Center in West Palm Beach, FL is seeking sources and intends to award a firm fixed-price contract for Architect/Engineering (A/E) services for the development of complete construction documents, which include working drawings, specifications, reports, and construction period services, for Project # 548-16-613, "Replace Air Handler Units 4, 35, 54,55, 27, NAH1, NAH2 and NAH3" located at the VA Medical Center in West Palm Beach, Florida. The A/E Services listed herein are being procured in accordance with the Brooks Act (Public Law 92-582) and in accordance with Federal Acquisition Regulation (FAR) 36.6 and VAAR 836.6. All submissions will be evaluated in accordance with the evaluation selection criteria as specified herein. The VA Medical Center West Palm Beach is a working facility and phasing plans for minimizing downtime, and provisions for continuation of service during outages is critical to this project. Point of Contact: Deborah Murphy, Contracting Officer Email: Deborah.Murphy3@va.gov 2.PROJECT INFORMATION The NAICS Code for this procurement is 541330 Engineering Services and the annual small business size standard is $15M. The projected award date for the anticipated A/E contract is on or before June 30, 2016. Work will be completed, excluding construction period services, within 180 calendar days after receipt of the Notice to Proceed. The NAICS code for the anticipated Construction project is projected to be 236220 and magnitude of construction is predicted to be between $2,000,000 and $5,000,000. The anticipated award date of the construction phase of the project is projected to be by September 2017. An Architect & Engineer (A/E) contract will be negotiated for the development of complete construction documents which include working drawings, specifications, reports, and construction period services. The A/E will be given written information; participate in project planning meetings, pre-bid meeting, and pre-construction meeting as required; communicate with VA personnel via telephone, email or letter; and is expected to coordinate so that the final documents include all requirements in accordance with industry standard practices, VA standards, VA design manuals, and review comments. The selected A/E firm will be responsible for being responsive to the VA Medical Center and provide basic A/E services during the Construction Period Services phase of this project and shall service the government in an advisory and consultant capacity. PROJECT OVERVIEW: This project will provide all engineering services necessary for design of a project described here called "Replace Air Handlers 4, 35, 54, 55, 27, NAH1, NAH2, and NAH3". The project "Replace Air Handlers 4, 35, 54, 55, 27, NAH1, NAH2, and NAH3" includes designing of demolition, and installation of (8) new air handler systems to replace existing air handler units, heating and cooling valves actuators, and all dampers. Design shall utilize our newly installed BACnet compatible building automation system (BAS) for the project. All new electric/direct digital controls shall be BACnet protocol ready, work seamlessly with existing BAS, and BACnet tested and approved. Structural engineer shall review existing steel support frame and modify as needed for new Air Handler Units. Structural engineer shall provide design and specifications for new structural frame as required. New Air Handler Unit systems shall be designed to meet the current loads of the areas affected and have required and expansion CFMs. New Air Handler Units shall provide as a minimum all original design CFMs. Sequence of operation shall ensure total and outside air change requirements satisfied. The design of this project will address, but will not be limited to, the following items: 1)Perform a technical evaluation of the existing site conditions, paying special attention to existing structural system, utilities, building operations, etc. 2)Establish additional programming requirements for the design project by collecting information from the designated VA personnel. 3)The A/E shall take into consideration all necessary life safety measures, as well as hospital flow when designing the construction phases. A justification shall be provided. 4)The project shall be phased from section to section to provide a minimum interruption to the medical center. 5)Provide a construction estimate per phase. 6)All return and exhaust fans; interlocks, VFD programing and BAS programming/software of all units shall be inspected for proper operation and corrected as required. The A/E shall be responsible for physically identifying existing electrical panels, location and available capacity. 7)All systems, supply, exhaust, make up and return air systems, chilled & hot water in the affected areas shall be rebalanced. A test and balance report for existing systems shall be provided before construction starts. 8)New air handler units will be brought into MERs in sections, shall fit into existing elevators and shall be assembled in MER. All heating and cooling coils shall have female piping connection. Contractor shall work min 16 hour shifts during weekend and government holiday weekends for installation to minimize disruption of affected areas. Work performed shall be at no additional cost. Installation shall be completed at shortest down time possible and air handler units and controls shall be meeting all temperature, humidity and pressure requirements of the affected areas. The detailed project design should begin with the above-mentioned intense on-site physical survey and collection of previous project data. All designs shall incorporate all architectural and engineering disciplines necessary to provide a complete and functional design. All design shall comply with latest VA and ASHRAE standards, VA HVAC Design Manual March 2011 edition and current sequence of operations. Design shall be in accordance with all applicable requirements of the NFPA, EPA, OSHA, National Plumbing Code, National Electric Code, ASHRAE, National Safety Code, VA Specifications, VA Standard Details, VA Construction Standards, and applicable local, state, and federal regulations. All designs shall incorporate all electrical, mechanical, controls, programing, plumbing, structural, and architectural components necessary to provide for a complete installation. Existing drawings will be made available to the A/E when available; however, their accuracy shall be field verified by the A/E and all consulting firms as part of investigative services. The A/E will be required to perform all necessary site survey work such as verifying record drawings. The AE firm shall design this project with 20% deducts alternates included. The following investigative work shall be included within the scope of this project: The following investigative work shall be included within the scope of project: A. Provide all architectural, electrical, mechanical, and structural investigative work for application for project. Existing conditions may be field verified to insure the accuracy of the A/E designs B.Verify VA furnished as built drawings to insure A/E design is accurate. It is the A/E's responsibility to determine existing conditions and to base the design on this information. Also, the A/E shall review all existing drawings and determine those required to be used for each project, to insure no design deficiencies. C.Materials to be furnished to the A/E by the VA the following items shall be furnished to the A/E upon request: 1.Single prints (or CAD drawings, if available) of the station utility drawings and building floor plans. Note - Additional copies will be the responsibility of the A/E. The accuracy of these drawings is not guaranteed and shall be used only for general information. Actual conditions may be field verified by the A/E. The A/E will review existing drawings on file and determine what copies will be needed on a per project basis. 2.Construction specifications and design related information are available on-line at the following website: http://www.cfm.va.gov. A/E may be provided with specific specification sections which have been modified for this Medical Center. 3. AE SELECTION PROCESS: Responsive firms submitting SF 330's in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for initial selection evaluation. Following initial evaluation, a minimum of three firms that are selected as the most highly qualified based on the selection criteria responses, will be invited for interviews. Selected firms will be notified by telephone or email of selection and provided further instructions. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF-330 must be completed by the office/branch/individual team member actually performing the work under this contract. 4. SELECTION CRITERIA: Evaluation and selection of firms will be based on submissions and direct responses to the following criteria in accordance with FAR 36.602-1 and VAAR 836-602-1, which are numbered in descending order of importance: 1)Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s). (The firm and A/E on staff representing the project or signing drawings in each discipline must be licensed to practice in the State of Florida under Florida State law requirements. Provide Professional License numbers and or proof of Licensure.) 2)Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (Include Government and private Experience on similar projects) 3)Capacity to accomplish work in the required time. (Provide firms experience with similar size projects and available capacity of key disciplines). 4)Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (Government Past Performance Information Systems may be accessed) 5) Location in general geographical area of the project and knowledge of the locality of the project; (It is expected that your SF 330 submittal will show your knowledge of the locality of the project.) The area of consideration for offers is a 500 mile driving radius between offeror principal business location and the VA Medical Center, West Palm Beach, FL. Offers outside the 500 mile radius will not be considered. (Determination of mileage eligibility will be based on www.mapquest.com). 6)Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (Awards, Outstanding Merits, Recommendations) 7)Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 8)Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. 9)The selected A/E should have previous experience in the design of air handler unit replacements within Medical Facilities. The A/E must provide documentation of at least two designs of air handler unit replacements within Medical Facilities with references, names, and phone numbers with their SF-330. 5. SUBMISSION CRITERIA/REQUIREMENTS: Interested firms having the capabilities to perform this work must submit: ONE (1) ELECTRONIC SF 330, including Parts I and II, and attachments (if any) electronically to deborah.murphy3@va.gov no later than 4:00 PM, Eastern on March 21, 2016 Size limits of e-mails are restricted to 5MB. If more than one email is sent, please number emails in Subjects as "1 of n". (Example: SF-330 Submission, # VA248-16-N-0538 - Replace Air Handlers 4, 35, 54, 55, 27, NAH1, NAH2, NAH3, Project #548-16-613 (1 of n, 2 of n, etc.) AND MAIL (or hand deliver) THREE (3) HARDCOPIES of the SF 330, including Parts I and II, and attachments no later than 4:00 PM, Eastern on March 21, 2016 to: Department of Veterans Affairs VA Medical Center West Palm Beach Network Contracting Office 8, Building 12 ATTN: Deborah Murphy 7305 N. Military Trail West Palm Beach, FL 33410 All SF-330 submissions shall be clearly identified in subject line of the email copy and on the outer envelope of the hard copy submission, displaying the Sources Sought number and project title. Interested firms are responsible for ensuring delivery of submission. In addition to the SF 330's, offerors must include a cover sheet containing the following information: 1)Company name 2)Address 3)Phone number 4)Name and email of primary point of contact 5)Number of completed VA projects 6)Socio-economic status contractor and all proposed consultants 7)DUNS number and Cage Code for Contractor and all proposed consultants 8)Tax ID number. The submission must also include a copy of the firm's CVE certification letter. SF 330 must indicate the percentage of the contract performance cost that will be expended by the prime firm's employees and in which discipline(s) and subcontracted percentage of contract performance cost to be expended (and in what disciplines). All subcontract and other related business entities must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc.). This is in order to assure compliance with FAR Clause 52.219-14(b)(1) Limitations on Subcontracting. Failure to provide this information may deem the firm nonresponsive and preclude SF 330 submittal from being included in the evaluation process. 6. Failure of a proposed SDVOSB to be verified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. All joint ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. Each respondent must be able to demonstrate the ability to comply with FAR Clause 52.219-14, Limitations on Subcontracting. Submittals received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals. Firms not providing the required information may not be evaluated. All information must be included in the SF-330 submission package. It is the offeror's responsibility to check the Federal Business Opportunities website at: www.fbo.gov for any revisions to this announcement prior to submission of their SF-330.
