Description

The purpose of this announcement is to post a revised List of Interested Parties. The FAA encourages interested vendors to review this list for teaming considerations, as teaming will be allowed for the DVARS contract. In accordance with Section 3.2.1.3-1 of the FAA Acquisition Management System (AMS), industry is hereby informed that the FAA has a potential maximum seven-year (a two-year base period and five one-year option periods) Time and Material (T&M) contract requirement to provide support services in connection with the Data, Visualization, Analysis, and Reporting System (DVARS) Program. The purpose of this Phase I Draft SIR is to down-select potential Offerors for the Data, Visualization, Analysis, and Reporting System (DVARS) Screening Information Request (SIR). The DVARS SIR will only be distributed to those vendors that the government determines meet the pre-qualification criteria addressed in this down-select. Offerors must refer to the accompanying DVARS draft Section C, Statement of Work (SOW), draft Sections L & M, SIR Phase I Pre-qualification, Configuration Management Process Description, Previous Contract List, Requirements List, and Requirements Document prior to making a decision to pre-qualify for the DVARS SIR. Interested sources must respond with sufficient information to confirm evidence of their qualifications and capabilities to meet requirements in the attached DRAFT Statement of Work (SOW). The specific information required to be submitted is described in the attached SIR Phase I Pre-qualification. The FAA intends to review all responses to gain an understanding of the knowledge, experience, and capabilities of participants in the subject market. The FAA intends to review all response submittals to establish the qualified vendors list for submission of final SIR. Firms not responding to this announcement will be excluded from further consideration. ALL interested sources may respond to this PHASE I Draft SIR. The information identified from this Phase I Draft SIR will result in a restricted Screening Process when the final SIR is issued. All decisions will be made based on the information provided by vendors responding to this Phase I Draft SIR. The Phase I Draft SIR does not commit the Government to pay any costs incurred in the submission of any proposal or in making necessary studies or designs for the preparation thereof or to acquire or contract for any services. Vendors are to identify all documentation that is proprietary. Any vendor responding to this notice must also complete and submit the attached Business Declaration Form. This notice does not restrict the Government as to the ultimate acquisition approach it may take in connection with this requirement. The point of contact for this Phase I Draft SIR is Vera M. Irvin. Responses to this Phase I Draft SIR shall be submitted to the FAA via e-mail at vera.irvin@faa.gov no later than 5:00 PM (EST) on March 15, 2016. No telephone inquiries will be accepted. Please note that, at this point, the FAA does not anticipate holding a pre-proposal conference in connection with this procurement. Further, the FAA anticipates that the procurement process will be paperless.
