- This Notice of Intent is not a request for quote and a solicitation will not be issued; however, all responses received prior to the closing date of this notice will be considered by the Government. The US Army Corps of Engineers, Savannah District (USACE) intends to award a sole source contract to Institute for Bird Population (IBP) to provide for collection of monitoring and population productivity data of target migratory bird species. Data are used to evaluate the health and productivity of these populations across Fort Bragg and ties back into part of a larger study which monitors other military installations and (a subset of) land bird populations continent wide. This is in support of Endangered Species Management Component, and supports Army Regulation 200-2 which requires consideration of Federal candidate and State listed species in all Army actions, the Migratory Bird Treaty Act, Department of Defense (DoD) Directives and Fort Bragg's ESMP and associated Biological Opinion. The Monitoring Avian Productivity and Survivorship (MAPS) Program comprises a continent-wide network of hundreds of constant-effort mist netting stations. Analyses of the resulting banding data provide critical information relating to the ecology, conservation, and management of North American land bird populations, and the factors responsible for changes in their populations. In accordance with, 10 U.S.C. 2304 (c)(3)(B) and FAR 6.302-1(a)(2)(ii) only one responsible source and no other supplies or services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. Responses must be in writing, by e-mail to the Contract Specialist at Mark.A.Hiscox@usace.army.mil. The e-mail shall contain the following subject line: Response to Notice of Intent for MAPS at Fort Bragg, NC. Please submit all information no later than March 11, 2016, 12:00 pm Eastern Time. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. THERE IS NO SOLICITATION AT THIS TIME.
