W9128F-16-R-0011 SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) MULTIPLE AWARD TASK ORDER CONTRACT (MATOC) FOR DESIGN-BUILD CONSTRUCTION IN SUPPORT OF FACILITIES SUSTAINMENT, RESTORATION, AND MODERNIZATION (FSRM) FOR OMAHA DISTRICT AREA OF RESPONSIBILITY (AOR) On or about 25 February 2016, this office will issue phase one of a two-phase, design-build/design-bid-build Request for Proposal (RFP) for Service-Disabled Veteran-Owned Small Business concerns. The scope of this request for proposal (RFP) contains a wide range of Facilities Sustainment, Restoration, and Modernization design-build/design-bid-build projects for existing military and civil stakeholders located within Omaha District's AOR (Colorado, Wyoming, Montana, North Dakota, South Dakota, Nebraska, Iowa, Minnesota, Wisconsin). Scope of projects may include vertical construction, site work, electrical, mechanical, minor hazardous and toxic waste abatement incidental to construction, etc. This is a Multiple Award Task Order Contract with a total shared capacity of $99,000,000. A target of five (5) Indefinite Delivery Type Contracts may be awarded for a base performance period of three (3) years with Option of two (2) additional years. The minimum contract guarantee is $5,000. The primary North American Industry Classification System (NAICS) code for this contract is 236220 (Commercial and Institutional Building Construction) and a secondary NAICS code is 237990 (Other Heavy and Civil Engineering Construction). Offerors must be registered for both NAICS codes by the date Phase 1 proposals are due. The small business size standard for both NAICS Codes is $36.5M. Phase one of the solicitation will close on or about 11 March 2016 and Phase two is anticipated to close on or about 13 May 2016. There will be no pre-proposal conference included with Phase 1 of 2. Offerors: Please be advised of on-line registration requirement for Contractor Registration and for Representations and Certifications Application ‘ORCA' is now located in System for Award Management ‘SAM' database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
