- The U.S. Environmental Protection Agency, Office of Research and Development (ORD), is issuing this sources sought synopsis as a means of conducting market research to identify parties having interest in and resources to support the Urban Watershed Research Facility (UWRF) located on the Edison Environmental Center (EEC) in Edison, New Jersey. UWRF is responsible for development and evaluation of the performance and effectiveness of common and innovative wet weather flows (WWFs) research. WWF research spans five distinct areas: characterization and problem assessment; watershed management; pollutant impacts; control technologies; and green infrastructure assessment and improvement. UWRF has a need for a contractor to provide technical support to conduct research, development and evaluations studies concerning WWFs. Services may include many of the following: maintaining the facility equipment; running bench-, pilot-, and full ¿scale testing as required; collecting and packaging samples for shipping; collecting and analyzing samples; organizing sample results and providing the data to EPA researchers; installing, downloading, programming and maintaining in-situ monitoring devices; archival database computer services; and other field efforts. The Government is seeking qualified Women-owned Small Business sources with specific and recent experiences in these technical areas. THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does NOT constitute a request for proposals; submission of any information in response to this market research is purely voluntary; and the Government assumes NO responsibility for any costs incurred and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. The capability packages shall address the firm ¿s experience related to : (1) maintenance of laboratory facilities such as maintaining equipment, repairing equipment, maintaining inventories, sample custodial duties, waste removal and testing of new instrumentation and analytical methodologies; (2) performing bench-, pilot-, and full-scale experiments for solids analysis, intermittent sampling for green infrastructure evaluation and WWF characterization; (3) field sampling and surveys and (4) technical support services such as photographic documentation of research, review and verify laboratory reports, perform technical editing, preparing engineering reports, recommend experimental designs for WWF and provide support in evaluating the market potential of products and by-products. It is anticipated that the contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract with fixed price task orders for a five year ordering period. NAICS code is 541712 with a size standard of 500 employees. ANY INTERESTED WOMEN-OWNED SMALL BUSINESS FIRM should submit a capability statement which demonstrates the firm's experience with the functions shown above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified women owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14).
