Description
This pre-solicitation notice is for the sources sought notice posted on 4 June 2015, W912HQ-15-S-0008. The U.S. Army Corps of Engineers (USACE) requires technical services in support of complex engineering analyses, studies, and assessments regarding the processes and process improvements for a broad variety of technical policies, processes, systems (management, IT, etc), tools, techniques, personnel, and performances related to missions, roles, and organizations that are part or related to the USACE and other DoD agencies. It is anticipated an Indefinite Delivery Indefinite Quantity Contract will be solicited for the US Army Corps of Engineers (USACE), Department of Defense (DoD), Defense related customers (e.g. Homeland Security, National Security Agency) and Agencies which have a MOU type agreement with the Department of the Army or USACE. Work will be under the scope of management/industrial engineering analyses, studies, and recommendations, and other services incidental in the areas of (1) engineering and construction management analyses, re- engineering appraisals, and advice; (2) real property management and housing management engineering analyses; (3) engineering and construction personnel and manpower analyses; (4) engineering analyses related to privatization feasibility and optimization (5) specialized engineering and construction-related information systems appraisals and requirement; (6) facilities policy, management, and administration; (7) operation research and modeling; and (8) engineering and construction management-related business process re-engineering; (9) environmental management and remediation; (10) water resource management; and (11) integrated engineering studies. Examples of studies performed are Strategic Sourcing and related activities studies, Business Process Review studies, studies of USACE Technical Competencies, Workforce Protection, Federal Real Property Asset Management, BRAC Implementation Oversight, Assessing DoD Family Housing, and Analysis of DoD Fitness Center. USACE intends to negotiate Multiple Award Task Order Contracts on a competitive basis. Because future Task Order requirements may be satisfied by both Large and Small Businesses, USACE plans to incorporate two (2) pools; a small business set aside (Pool 1) and an unrestricted (Pool 2). All task orders in functional areas, (5) specialized engineering and construction-related information systems appraisals and requirement; (6) facilities policy, management, and administration; (9) environmental management and remediation will automatically be set-aside for the small business pool. If there are an insufficient numbers of offers received in response to the solicitation in Pool 1 or less than two small businesses are determined to be technically acceptable, all functional areas will move to the unrestricted pool. It is estimated that the number of task orders will be between 20 and 30 per year, competed with the selected contractors. With regard to the small business set-aside pool, all contractors must meet the small business size standard of $15,000,000.00 under the North American Industry Classification System (NAICS) code 541330 (Engineering Services). These contracts will be written with a base year plus four option years. The estimated Solicitation release date is April 2016 but is subject to change.
