Description
The Department of Veterans Affairs, VISN 15 has a requirement to renovate the Operating Room, Emergency Room and Triage at the St. Louis VA Medical Center, John Cochran Division in St. Louis, MO 63106. This project will renovate the Surgery Intensive Care Unit (SICU); relocate and renovate the Post Anesthesia Care Unit (PACU) and renovate two Operating Rooms and support spaces. The project is split into two Phases; 2B and 3. Phase 2B will renovate the SICU and PACU and will be performed first. The SICU was first built in 1988 and has not undergone a renovation since. This project will completely demolish the existing SICU and build new. There is a new modern floor plan including glass doors on the patient rooms, a larger isolation room and better use of space all around. The PACU will be relocated from the D-wing to the C-wing to be between the ORs and the SICU. This will also be a complete renovation with a new floor plan. Phase 3 will renovate the southern part of the operating room area in D-wing. This will also be a complete renovation. OR-1 will be the first Bi-Plane Hybrid OR at this facility. It will be over 1,000SF and house the Bi-Plane imaging system which will allow high level neuro surgeries among other surgeries. OR-2 will be a General OR. This area will also create a new Pre-Induction Room and renovate the Pathology Frozen Section Room and the Anesthesiology Work Room. All work will require complete demolition, new walls, ceilings, floors, finishes, HVAC equipment, electrical power and lights, data and telecommunications and plumbing. The Estimated range to complete this work is $5 million to $10 million. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220(General Construction Contractors), with a small business size standard of $36.5 million. The duration of the project will be 690 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in SAM and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. The solicitation package and drawings should be available for download on or about March 16th, 2016, and the proposal due date will be on or about April 1, 2016. An organized site visit will be scheduled and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
