Description
LOINC SOW This is a sources sought notice for the LOINC requirement, and is not an RFP. CMS is requesting capability statements for the LOINC requirement for market research purposes. This sources sought notice, and any capability statements received as a result, do not in any way commit the government financially or contractually. The scope of this work is to allow the creation and update of Logical Observation Identifiers Names and Codes (LOINC) for assessment data elements that will be included in the CMS Data Element Library. LOINC is a proprietary nomenclature developed by the Regenstreif Institute as a source of standard identifiers, names and codes for Clinical Observations, linical Document Types, Claims attachment Sets, and Questions and Answers in assessment instruments. Regenstreif applies universal code names and identifiers to content included in Electronic Health Records (EHRs) and used to support the interoperable exchange of information, including assessment information. The codes are developed and maintained by Regenstreif, a US Non-Profit medical research organization affiliated with the Indiana University School of Medicine. The IMPACT Act requires that the Centers for Medicare and Medicaid Services (CMS) make certain assessment data elements standardized and interoperable so that this data may be exchanged and used by post-acute care and other providers to support care coordination and improved outcomes. In making data elements interoperable, CMS must link assessment data elements to certain accepted health IT standards, including LOINC. The objectives of this contract are that the Contractor shall: -resolve issues regarding how CMS Post-Acute Care (PAC) assessment data elements have been represented in the Regenstreif data base; and -assign LOINC to CMS PAC assessment data elements. The post acute care data elements that will be targeted in this work are found in the: Nursing Home Minimum Data Set (MDS),Long-Term Care Hospital CARE Data Set (LCDS), In-Patient Rehabilitation Facility Patient Assessment Instrument (IRF-PAI), and the Home Health Outcome and Assessment Information Set (OASIS). Work will focus on assigning LOINC to legacy data elements (that are expected to be retained) and new data elements. Work will be prioritized to target data elements that are used to construct IMPACT Act quality measures and in health information exchange activities. Responses shall be submitted in the form of a capability statement. Capability statements will not be returned and not be accepted after the due date. Period of Performance: 12 months base year, plus 4 one year option periods, upon contract award. Interested firms responding to this sources sought notice must adhere to the following: a. Provide a capability statement demonstrating relevant experiance, skills, and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the government to make an informed decision regarding your capabilities; however, the statement should not exceed 5 pages. b. The capability statement must identify the responders business type and size. c. The capability statement must provide company name, address, point of contact, phone/fax/email and NAICS code(s). d. All capability statements must be submitted ellectronically no later than 11:00a.m. EST on March 21, 2016 to Kelley.Williams-Vollmer@cms.hhs.gov and Brendan.Doherty@cms.hhs.gov. All capability statements can be submitted via email to the points of contact listed. (Responses shall be no longer than 5 pages)
