PLEASE NOTE THE VERY SHORT TIME FOR RESPONSE, DUE TO THE EMERGENCY NATURE OF THIS PROCUREMENT. Response date and time is Monday March 7th at 10:00AM Pacific Time. PRESOLICITATION NOTICE The solicitation will be posted as early as tomorrow March 3 and not later than Friday March 4. A single contract is contemplated which may be awarded based on a number of crew days. Roads in the Walker Creek & Grider Creek Drainages, Klamath National Forest, Siskiyou County, California SUMMARY: The subject watersheds experienced intense fire event during the 2014 fire season. Extensive areas of steep hillsides are severely burned with limited ground cover, reduced duff and organic layers and altered soil physical properties. Tree mortality in many areas approaches 100 percent, limiting crown interception of rainfall. All of these factors have served to increase the amount of water getting to the ground, and decreasing the water retention capacity of the soil from loss of organic material. Soil hydrophobicity has also likely increased runoff. The current winter season's storms have brought above average precipitation on sensitive granitic soils with impaired water retention capacity. These conditions have led to extensive storm damage to the road system in these drainages. Debris flows have choked roadside drainages and plugged culverts leading to concentrated flows across roadways and subsequent roadbed failures. There is an immediate need for heavy equipment to open drainages and culvert inlets, replace some damaged culverts, remove debris and slide material and perform surface grading to restore proper drainage. SCOPE OF WORK: Supply equipment ie: loader, excavator and 10 yard dump trucks with corresponding operators and laborers to perform the following work at locations designated by the Forest Service: -Open plugged culverts and clean stream channels of debris and sediment -Clean road side drainages of debris and sediment to re-establish proper flow -Remove debris and sediment from road -Replace culverts as designated by Forest Service. Culvert pipe to be supplied by Forest Service -All debris and sediment removed from road and drainages shall be deposited at sites designated by the Forest Service
