- This procurement is UNRESTRICTED The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request For Proposal for a multi-agency firm fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) services contract to perform rapid response for hazardous fuels reduction services which may include but is not limited to fuels management: prescribed burning operations, mechanical thinning treatment, and monitoring services. Specific tasks may include slashing, lop and scatter, pruning, create various density management areas, hand pile and cover, fireline construction and maintenance, prescribed fire plan and preparation, fuels pullback, various prescribed burn and mop-up, mechanical severing and piling, slash busting, mechanical piling, mechanical severing and piling, hand severing, piling, cover, mowing, tree thinning and cutting, pre-commercial thinning, maintenance brushing in burned areas, pruning, pre-treatment/post-treatment location (UTM) and permanent photo point in various locations of Oregon and California. Ordering authority will be extended to the Bureau of Land Management, California State Office; U.S. Fish and Wildlife Service, Region 1; and the U.S. Department of Agriculture, Forest Service, Region 6. The contemplated contract has a 1-year Base period and four (4) 1-year term options. The maximum cumulative value of the contract(s) is $45,000,000.00 for all awards made. Multiple awards may be made. The minimum guarantee quantity of the IDIQ, including options, is $500,000.00 (if multiple awards are made, this amount will be the quotient, divided by the number of contracts awarded). The performance period is five (5) years from the date of award, if options are exercised. The NAICS code is 115310. The basis of award will utilize the best value continuum ¿ tradeoff process in accordance with FAR subpart 15.101-1 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factors, when combined, are significantly more important than price. Options will be evaluated in accordance with provision 52.217-5. The solicitation is anticipated to be issued in March 2016. All responsible sources may submit a proposal which shall be considered by the agency.
