The due date for questions or comments is April 4, 2016. All questions and comments must be submitted in writing via email to the following email addresses: Laura.E.Freeman@nasa.gov. Telephone questions will not be accepted. An industry day and site visit will be held to brief interested parties on the draft solicitation. This meeting is scheduled for March 16, 2016, from 9:00 AM to 4:00 PM at the NASA IV&V Facility at 5000 NASA Boulevard, Fairmont, WV 26554, in the 5th floor Auditorium. Those interested in attending this meeting must submit a notice to the Contracting Officer 3 days in advance. Attendance is limited to no more than 3 persons for each Offeror. FAR 9.5 generally addresses Organizational Conflicts of Interest (OCI). When a Contractor's judgment and objectivity in performing the contract requirements may be affected because performance has the potential to affect other interests of the Contractor, the result is an OCI based on impaired objectivity. Given the systems and software assurance services contemplated under this Contract, it is possible that a Contractor with other NASA contracts could have an impermissible OCI resulting in impaired objectivity. An OCI arising from other contracts currently held by a potential Offeror may render that Offeror ineligible for award of SAS unless the Offeror is able to propose an approach that fully mitigates the OCI. In addition, as previously stated, the resulting contract will include a "Limitation of Future Contracting" clause. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this Contract, the SAS Contractor would be ineligible to provide those products or services absent the CO's approval of a detailed plan that fully mitigates the OCI.
