Description
NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER, CONTACT INFORMATION BELOW. THE FAA MAY CONTACT RESPONDENTS TO ACTIVELY PARTICIPATE IN COMMUNICATIONS. THE GOAL OF THIS REQUEST FOR INFORMATION IS TO IMPROVE THE STRUCTURE OF THE ACQUISITION, THE ANTICIPATED SOLICITATION AND ULTIMATELY THE QUALITY OF THE COMPETITION. The Federal Aviation Administration (FAA), Flight Inspection Services, Mike Monroney Aeronautical Center (MMAC) is seeking interested sources that are capable of providing: 1. Aircraft Global Navigation Satellite System / Satellite-based Augmentation System / Ground Based Augmentation System (GNSS/SBAS/GBAS) receiver with GBAS Approach Service Type D (GAST-D) capability and Very High Frequency (VHF) Data Broadcast (VDB) signal strength output. The receiver must be DO-160 compliant and should be 4MCU or smaller. In additional to GNSS and SBAS capability, the receiver must be capable of GBAS Approach Service Type C (GAST-C) and GAST-D. The receiver must also provide GBAS facility ID, distance to threshold, lateral deviation, and vertical deviations for display on Rockwell Collins Pro Line 21. The VHF Data Broadcast (VDB) signal strength must be determined from the training sequence per DO-246D with a resolution of at least 1dB. Typical outputs expect from GNSS capability shall be provided via ARINC 429: 060 “ SV Measurement Status as an array “ minimum of 64 SV 101 “ HDOP 102 “ VDOP 110 “ Latitude 111 - Longitude 120 “ Latitude Fine 121 “ Longitude Fine 076 “ Altitude (Orthometric) 130 “ HIL 133 “ VIL 136 “ VFOM 140 “ UTC Time (Fine) 150 “ UTC Time (Coarse) 166 “ N/S Velocity 165 “ Vertical Velocity 174 “ E/W Velocity 237 “ HUL 247 “ HFOM 260 “ Date 273 “ Status 370 “ Height (Ellipsoidal, WGS-84) Acronym definition; GAST-D--a ground based augmentation system (GBAS) to provide guidance for CAT II/III approach and landing operations, known as GBAS Approach Service Type D (GAST D). DO-160 ”A standard for the environmental testing of Avionics Hardware published by the Radio Technical Commission for Aeronautics (RTCA). DO-246D ”RTCA standard which includes the earlier document revision and incorporates the standards for LAAS to support Cat. II and III precision approaches. The FAA is conducting market research to improve its ability to materially improve the Governments understanding of the current state of the marketplace including commercial and Government best practices, industry capabilities, innovative delivery approaches, and commercial market service levels/performance strategies and measures. The responses to this request for information will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. The FAA is NOT seeking or accepting unsolicited proposals. The FAA will NOT pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this request for information is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified services as well as feedback regarding the information above. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make the determination, the FAA requires all responses (one response per company) are to be provided on company letterhead. Information generated in direct response to this RFI shall be prepared using a type font of no less than 12-point. Standard published commercial information may be provided in the original printed format. 1. Capability Statement - This document should identify: - Type of Services provided by your firm; 2. Questions or comments regarding the above specification. Once again, the government is actively working to better understand the commercial market place and best practices. 3. Completed Business Declaration All responses to this market survey must be received by 3:00 PM CST, 04/04/2016.
