Description

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. The Marine Special Operations Command (MARSOC) intends to negotiate and award a sole source contract to purchase RAVEN series Unit Rehearsal Exercise (URX) Program and SOF Liaison Element (SOFLE) Exercise Support. Estimated support service and quantities are as follows: Three (3) RAVEN URX's Two (2) SOFLE Exercise Support This contract will be a short term logical follow-on to the previous support of the Global Battlestaff and Program Support (GBPS) RAVEN Task Order (H9222210D0018-ZL53), which was competitively awarded on 22 March 2012. A sole source contract is deemed appropriate as no other vendor is able to satisfy the Government's requirements. This requirement qualifies as a logical follow-on, as this contract must be issued on a sole-source basis, in the interest of economy, efficiency, and uninterrupted support necessary for scheduled training. The previous GBPS award was made competitively, and all potential offerors were given a fair opportunity to be considered for the original order GBPS task order. Current RAVEN/SOFLE support is provided under the USSOCOM GBPS contract. The GBPS is being replaced by the SWMS contract and it is believed that follow-on support will fall under the contracts category referred to as SOCOM Wide Mission Support, Group B SWMS B (the small business set-aside vertical providing for SOCOM training). With USSOCOM desired end state of transitioning contracts to SWMS, MARSOC plans to execute a five month bridge contract in support of RAVEN/SOFLE Contract H92222-10-D-0018 Task Order ZL53 with Jacobs, Mission Operations Group, 5401 W. Kennedy Boulevard, Suite 900, Tampa, Florida 33609. Five month period of performance of 1 April 2016 - 31 August 2016 with new anticipated SWMS Group B Task Order competitively awarded during August 2016, for a 1 September performance start date. A five month contract utilizing CPFF (Cost Plus Fixed Fee) for Labor/Materials CLIN with a Cost Reimbursable Travel CLIN is anticipated. Place of delivery and delivery dates will be determined at time of award. The estimated award date is scheduled for March 2016. Classification Data: NAICS Code: 541611 SBA Applicability & Size Standard: $15 million A market survey was conducted by the Government (MARSOC Contracting) and Jacobs was found to be fiscally responsible and can meet all the requirements for this short-fused period of performance. After this logical follow-on bridge contract, this requirement will be competed under the new SOCOM Wide Mission Support, Group B IDIQ. The 32 Small Businesses in Group B will be a fair opportunity to compete for new contract/task order to support the MARSOC requirements starting 1 September 2016. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis within five (5) days of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice.
