- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of TRICARE Policy & Operations Directorate intends to issue a Firm-Fixed Price (FFP), Sole Source, contract modification to Choctaw Contracting Services under contract W81XWH-11-C-0092 in accordance with statute 10 U.S.C. 2304(c)(1) as implemented under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. This modification is pursuant to FAR 52.217-8-Option to Extend Services. The Period of Performance for this proposed modification is for six (6) months commencing on 1 May 2016 through 31 October 2016. This proposed contract action is to provide continued services, materials and equipment for program support services to the Women, Infants and Children (WIC) Overseas program. The contractor shall manage and support the WIC Overseas office at all Outside the Continental United States (OCONUS) sites. Establishing a WIC Overseas office shall consist of assisting the Government in acquiring facilities, ensuring facilities meet minimum standards, furniture, equipment and supplies, then staffing the office. Staffing of a WIC Overseas office shall include hiring and training staff members, as well as providing ongoing management direction of staff activities. *Please note, this notice is limited to eligible 8(a) concerns only. The North American Industry Classification System (NAICS) for this requirement is 624190 and the size standard is $11.0M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and a written solicitation will not be issued. This announcement constitutes the only notice by the government; however any interested 8(a) concern that believes it can meet the requirement must respond in writing in the form of a capability statement. Responses must include supporting evidence that is clear and concise which articulates the ability to comply with the requirement outlined above. A request for documentation will not be considered an affirmative response. A determination by the Government not to compete this procurement on a full and open competitive basis will be made based on the responses received. Determination is solely within the discretion of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the proposed contract modifciation will be awarded without further remark. Interested 8(a) concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 5:00 pm ET, Friday, March 18, 2016.
