This is market survey is in support of the Customs and Border Protection (CBP) Mobile Surveillance Capability (MSC) Program used within the Department of Homeland Security. The MSC Program Office plans to transition MSC Depot Level maintenance and spares support to the Customs and Border Protection (CBP), Primary Support Facility (PSF) in Tucson, AZ. This market survey is for the purchase and installation of a Depot Level, Turret FLIR Unit (TFU) Repair Facility (modular facility, 30'x48') and Administrative Space Facility (modular facility (20'x20') within the PSF. Attached is the proposed TFU Repair Facility and Administrative Space modular buildings layout. The contractor will provide all necessary labor, travel, tools, materials, freight, and sub-contracting services to successfully complete all tasks and to meet the objectives and deliverables as identified in the attached draft Statement of Work (SOW). At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude from all businesses that are interested in and capable of providing modular facilities for the MSC Depot Level maintenance TFU Repair Facility and Administrative Space. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS Size Standard 332311 750 Employees Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The FAA requires the following (limited to 15 pages) from interested vendors: 1. Capability Statement - This document should identify: - Type of supplies and services provided by your firm - Size and type of supplies/services provided by previous contracts (elaborate and provide detailed information and past performance) - Number of years in business 2. Clearly state whether or not you can provide all of the types of supplies and services required. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. Rough Order of Magnitude (ROM) or budgetary estimate to manufacture and install: - TFU Repair Facility, dimensions: 30'x48' Modular building with T-8 grid lights and 11' ceiling. - Administrative Space Facility, dimensions: 20'x20' Modular building with T-8 grid lights and 8' ceiling.
