Description
DEFINITIONS: Contract means a mutually binding legal relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. It includes all types of commitments that obligate the Government to an expenditure of appropriated funds and that, except as otherwise authorized, are in writing. In addition to bilateral instruments, contracts include (but are not limited to) awards and notices of awards. Blanket Purchase Agreement , or BPA, is a simplified method of filling anticipated repetitive needs for supplies or services by establishing charge accounts with qualified sources of supply. A BPA is an agreement between the government and a contractor which allows the government to order something quickly. A contracting officer or his/her representative determines the necessary requirements, and will place the call to the contractor to request delivery of those items in the agreement. BLANKET PURCHASE AGREEMENT Provide one (1) or two (2) 220 ton Hydraulic Truck mounted mobile cranes with qualified operators. This is a synopsis for mobile crane rental equipment with a qualified operator prepared in accordance with the format in FAR Subpart 13.303, as supplemented with additional information included in this notice. This is a 100% Small Business Set-Aside Competition with a North American Industrial Classification Systems (NAICS) of 238990. The associated NAICS of 238990 has a Small Business Size Standard of $15,000,000.00. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. The solicitation number will be posted as N40085-16-A-0306 using Simplified Acquisition Procedures (FAR Part 13.303, BPA) for providing one (1) or two (2) for 220 ton Hydraulic Truck mounted mobile cranes with qualified operators. The Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) Public Works Department Pennsylvania (PWD PA) intends to establish a single-award Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The resultant BPA award will be five (5) years in duration. DESCRIPTION OF AGREEMENT : The contractor shall provide all labor, material, equipment, supplies and supervision by means of providing one (1) or two (2) 220 ton Hydraulic Truck mounted mobile cranes with qualified operators to assist government personnel with lifting various Government material and equipment. Cranes, operators, rigging gear used to set outrigger pads and assemble counterweights, and operations shall be qualified in accordance with NAVFAC P-307, Occupational Safety and Health Administration (OSHA) 29 CFR, Parts 1910, 1915, 1917, 1918, 1919 and 1926, Army Corps of Engineers Manual EM 385-1-1 dated 15 September 2008, and COMNAVREG MIDLANT INSTRUCTION 11262.1, Contractor Crane Oversight Specification dated 8 February 2008 at Buildings 1029, 20 and 546 located at PNY Philadelphia, PA. The Product Service Code (PSC) will be W038 - Lease or Rental of Construction, Mining, Excavating and Highway Maintenance Equipment., as stated in Performance Work Statement (PWS) (Attachment 1). Services shall be furnished if and when requested by the Contracting Officer or duly appointed authorized Government Representative. Any service call will be paid using the government purchase card or electronic funds transfer (DFARS 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013). The contractor shall provide all items and services necessary to provide one (1) or two (2) 220 ton Hydraulic Truck mounted mobile cranes with qualified operators as stated in the PWS. The solicitation will be limited to the electronic medium only. The Request for Proposal (RFP) will be issued on or about 18 March 2016. The solicitation will be listed as N40085-16-A-0306 on the Navy Electronic Commerce Online (NECO) website is https://www.neco.navy.mil. All prospective offerors MUST register themselves on the websites. All contractors are encouraged to attempt download the solicitation and all associated documents from NECO. Any and all amendments will also be posted on NECO. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt to download documents prior to obtaining the solicitation through alternate sources. This is the normal method for distributing amendments; therefore, it is the offerors responsibility to check the website periodically for any amendments to this solicitation. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. Contract financing is NOT provided for this acquisition. The Government intends to award firm fixed price (FFP) BPA of non-personal service. The resulting solicitation will be made to the responsible offeror(s) whose quote for labor is the lowest price and passes past performance successfully. Prices may be adjusted upon annual BPA review. The Government intends to award without discussions and the Government reserves the right not to make an award at all. IMPORTANT NOTICE: The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR), ORCA, and EPLS. It is very important that firms are registered with this site. Firm may obtain information for this requirement through https://www.sam.gov. The most current Davis Bacon Wage Determination will apply to the resultant award. The evaluation factors for the fill-in portion of this provision will be handled in accordance with FAR 13.106-1 and 13.106-2. Evaluation criteria will be lowest priced and past performance. Past performance information from Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other source that has the types of past performance information will be utilized for evaluation purposes. Past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts. Submit a minimum of two (2) and a maximum of five (5) projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. The following information shall be provided with past performance: Point of Contact Name, Company Name, Telephone Number, and Email address. All applicable Federal Acquisition Regulation (FAR) provisions and clauses, Defense Federal Acquisition Regulation (DFARs) provisions and clauses, and Naval Facilities Acquisition Supplement (NFAS) provisions and clauses shall apply to this acquisition. The applicable provisions and clauses may either be incorporated by reference or full text. FAR and DFAR provisions and clauses are available at http://farsite.hill.af.mil/. If a site visit is scheduled; the site visit is NOT mandatory for contract award but is encouraged. If the offeror attends the site visit, it will be at your own expense. The Government will not compensate or be responsible for any associated costs of the optional site visit. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. IMPORTANT NOTICE: All contractors submitting proposals on DOD solicitations must be registered in the System for Award Management Registration (SAM) prior to award of the contract.
