Description
NOTICE OF INTENT TO EXTEND CONTRACT ORDERING PERIOD FOREIGN LANGUAGE, REGIONAL EXPERTISE, AND CULTURAL TRAINING (LREC) UNITED STATES SPECIAL OPERATIONS COMMAND (USSOCOM) 4 March 2016 THIS IS A NOTICE OF INTENT TO EXTEND THE LREC CONTRACT ORDERING PERIOD FOR A PERIOD NOT-TO-EXCEED 12 MONTHS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The United States Special Operations Command (USSOCOM) is issuing a notice of intent to add an additional 12 month ordering period to the Foreign Language, Regional Expertise, and Cultural Training Multiple Award Contracts (MAC); (1) H92222-12-D-0021 -Multilingual Solution, Inc., 11 N Washington St Suite 300, Rockville, MD 20850-4235. (2) H92222-12-D-0026 - The Buffalo Group LLC, 1851 Alexander Bell Dr Suite 300, Reston VA 20191-1533. (3) H92222-12-D-0027 - MidAtlantic Professionals, Inc. 20400 Observation Dr Suite 102, Germantown MD 20876-4107 and (4) H92222-12-D-0028 - Global Technology Solutions, LLC, 626 E Broad St Suite 200, Richmond VA 23219-1753. The services provided under these contracts are mission critical. The LREC contracts were competitively awarded on 27 September 2012. The LREC requirements are transitioning to SOCOM-Wide Mission Support (SWMS) Group B. The LREC program support acquisition is currently in source selection. Support of the LREC program will transition as soon as the source selection is completed and the SWMS B task order(s) are awarded. The ordering period on the current contracts will be extended for a period not-to-exceed 12 months to ensure there is no lapse in support of this mission critical program and to allow a thorough transition. It is most advantageous to the Government to continue service to avoid a break in critical mission support. DESCRIPTION OF REQUIREMENT: This contract will provide USSOCOM organizations the ability to order LREC Instruction to train adult students from the four military services, reserve components, or authorized Government civilian personnel. Language instruction includes the development of (in order of importance) speaking, listening, reading, and writing communicative competence in general and military topics. Language instruction is measured by instructor and student performance via the Oral Proficiency Interview (OPI), the 2-skill OPI, the Defense Language Proficiency Test (DLPT) of listening and reading, and/or other tests as determined by the Government. Instructions are conducted in languages determined by the Government. Regional expertise and cultural training focus on any aspect of the target region's history, demography, politics, customs, beliefs, practices, and/or artifacts to include the roles such concepts and objects play in interactions with the target region's people. LREC training is conducted at any time or date as detailed in each Task Order. Training Requirements is in a Statement of Objectives (SOO) for each task order. A task order is issued for each class or group of classes. LREC training is carried out within various USSOCOM training organizations; i.e., training institutions and operational units. The purpose of LREC training range from providing global language proficiency to mission or military specific proficiency. Training is conducted can be at the basic or survival level proficiency through professional level proficiency. Training types include survival/familiarization/pre-deployment LREC training, initial acquisition training (IAT), sustainment/enhancement training (SET), tutoring, regional expertise and cultural (REC) training, situational training exercises (STX), isolation (iso) and immersion exercises, and live environment training (LET). LREC training takes place in multiple venues (i.e., locations or environments) such as standard classrooms, virtual classrooms, in a target region (LET), or in a fabricated target region (iso-immersion) involving different types of contractor support personnel. The DoD categorizes foreign languages according to the difficulty of the language for a native English speaker to learn. Category I is the least difficult and Category IV is the most difficult. The following are the most common language training requirements for USSOCOM components listed by categories. High-density (HD) languages are commonly taught within USSOCOM while Low-density (LD) languages are less commonly taught. Other languages, including English as a Second Language, may be required based on emerging mission requirements as specified in each Training Requirement. THIS IS NOT A REQUEST FOR TECHNCAL OR COST PROPOSALS. The NAICS Code is 611630. Language primarily engaged in offering foreign language instruction. These establishments are designed to offer language instruction ranging from conversational skills for personal enrichment to intensive training courses for career or educational opportunities. The purpose of this contract is to deliver foreign language, Regional Expertise, and Cultural Training (LREC) to SOCOM, its Components, and TSOCs worldwide. SUBMISSION REQUIREMENTS: Interested persons may identify their interest and capability to respond to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet all of the requirements below. Timely submission received in response to this notice will be considered. However, a determination to NOT compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government will not reimburse participants for any information they provide. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice; however, any firm possessing capabilities to provide this requirement may give written notification to the Contracting Officer, Dorothy Lewis, at dorothy.lewis@socom.mil. All responses must be received no later than 2:00 p.m. Eastern Time, Thursday, March 10, 2016, to be considered. Again, determination by the Government not to compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
