- N00164-16-R-JQ72 - SOLE SOURCE - MULTI-SPECTRAL TARGETING SYSTEMS (MTS) - FSG 58 - NAICS 334511 Anticipated Issue Date 4 MAR 2016 - Anticipated Closing Date 5 APR 2016 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Basic Ordering Agreement (BOA), number N00164-16-G-JQ72 and Job Orders (JO) for Multi-spectral Targeting Systems (MTS), spare parts and associated support. The BOA will be issued to Raytheon Company, McKinney, TX at an estimated amount of $13,400,000. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The JOs are anticipated to procure various Multi-spectral Targeting Systems (AN/AAS-44C (V), AN/DAS-1A and other variants) and spare parts for the MTS. The MTS is a Forward Looking Infrared (FLIR) System which is used on the MQ-1 and MQ-9 unmanned aerial vehicles, the MH-60 multi-mission helicopters and other platforms (US and Foreign Military Sales). This synopsis is issued to advertise the BOA requirements that will be met through the BOA. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
