Kerr Law Enforcement Services, Mecklenburg County, Virginia Proposed Solicitation Number: W912PM-16-R-0016 Closing Response Date: 18 March 2016 Contact Point or Contracting Officer: Luis Salas, Contract Specialist, Karri Mares, Contracting Officer Description: Law enforcement services from sheriff deputies and patrol vehicles during recreation seasons. Services are required for John H. Kerr Dam and Reservoir, Mecklenburg County, Virginia. This acquisition will be processed in accordance with FAR 15.002(a). The North American Industry Classification System code is 922120. Small business size standards are not established for this sector. Establishment in the public administrative sector are Federal, State, and Local government agencies which administer and oversee government programs and activities that are not performed by private establishments. Only one firm fixed price type contract will be awarded. The Period of Performance shall be between April 2016 and October 2016, and may include three option years. The Mecklenburg County Sheriff's Office is the only source from which the Government can obtain law enforcement services for the patrol of public use facilities on the Corps-managed recreation areas in Mecklenburg County, Virginia as mentioned above. The deputies can enforce and arrest violators of Virginia laws which Park Rangers cannot. Park Rangers are unarmed and are not "law enforcement officers" but "regulation enforcers of Title 36, Code of Federal Regulations". Park Rangers are prohibited by regulation from arresting, detaining, searching or seizing any person or property. The situations that arise from dealing with numerous visitors in remote areas and wooded trails present hazards to unarmed park rangers. The sheriff office deputies serve the rangers and the public. They can arrest and remove dangerous and abusive individuals from public lands. "District Commanders are delegated the authority to contract and/or enter into cooperative agreements with states and their political subdivisions to obtain increased law enforcement services at civil works water resource projects to meet needs during peak visitation periods and to augment the citation authorities granted to the Corps under 36 CPR Chapter III Part 327 (Title 36.)" This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information must be furnished in writing and must contain sufficient detail to allow the USACE (Contracting) Wilmington District to determine if it can meet the above unique specifications described herein. Any capability statements must be received in the Contracting Office of Acquisitions on or before 2:00 PM EDT on March 18, 2016 through email. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System Award Management (SAM) https://www.sam.gov and the Federal Award Performance and Integrity Information System (FAPIIS).
