- Attachment 01 is a supply list. The highlighted items are for items that must be brand name. This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice. The Regional Contracting Center-Capital intends to issue a Firm-Fixed Price (FFP) contract in accordance with FAR Part 12 procedures, to support the requirement for a year supply of Class III Petroleum. A portion of this requirements is for specific commercial name brand products. See Attachment 01 for further details. Delivery information will be Afghanistan, additional delivery details are forthcoming in the solicitation. The intention is to procure these services on a competitive basis. The contract is anticipated to be a single award and firm fixed price. The solicitation will be issued as a Request for Quote (RFQ) under full and open competition under the following solicitation number: W56SGK-16-T-0049. The applicable North American Industry Classification System (NAICS) for this requirement is 324191 with a Size Standard of 500 employees. The solicitation shall be issued on or around 25 March 2016. Potential offerors are hereby notified that the solicitations and subsequent amendments to the solicitations will only be available by downloading the documents at https://www.jccs.gov. By submitting a proposal the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database (U.S. Vendors) or registered and approved in the Joint Contingency Contracting System (JCCS) database (Afghan Vendors) prior to award. Lack of registration in the SAM or JCCS database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/ or https://www.jccs.gov/.
