- DRAFT Statement of Work This is a Request for Information for market research purposes only. Please submit capability statements to the listed Point of Contact. This is NOT a Request for Proposal. The Office of Weapons Removal and Abatement (PM/WRA) in the U.S. Department of State's (DoS) Bureau of Political-Military Affairs, oversees all U.S. Department of State Conventional Weapons Destruction (CWD) efforts. CWD is defined as a set of explosive remnant of war (ERW) programs that includes humanitarian mine action (HMA), battle area clearance (BAC), small arms and light weapons (SA/LW) destruction-to include destruction of at-risk munitions, and man-portable air defense systems (MANPADS)-as well as large-caliber weapons and munitions, stockpile and cache reduction, and physical security and stockpile management (PSSM). PM/WRA's mission is to develop policy options, implement destruction and mitigation programs, and engage civil society in a collaborative manner in order to reduce the harmful worldwide effects generated by indiscriminately used, illicit, and abandoned conventional weapons. The scope of the problem is difficult to define. There are untold millions of mines from past conflicts that remain emplaced around the world. It is estimated that a little over 5,000 casualties annually are now caused by landmines, ERW, and victim-activated improvised explosive devises (IEDs). U.S. HMA assistance and CWD has been extended to approximately 50 countries. U.S. assistance is an important bridge for returning displaced peoples from war time conflicts. The objective of this contract is to acquire and receive supplies and services from the Contractor for worldwide CWD activities as directed by PM/WRA. Tasks would include but not be limited to planning, organizing, training, deploying and operating contractor work parties to locate, destroy, safeguard or remove landmines and SA/LW as well as large-caliber weapons and munitions, and to provide survivor assistance and mine risk awareness and mine risk education services. The Contractor shall provide all logistic support for the work parties. The Contractor may be required to recruit, evaluate, train and deploy local/third-country foreign nationals and/or advise host nation officials. The services are unique by virtue of their association with each individual task order.
