Work Statement for armed guard services FEMA JFO Salem DR-4258-OR HSFE10-16-R-0001 Combined Synopsis/Solicitation for Armed Guard Service for FEMA Joint Field Office Salem Oregon Offers are due by 8:00 AM Pacific Time Monday March 14, 2016 This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and no further written solicitation will be issued. This solicitation is for Department of Labor category 27102 Guard II armed security personnel. Department of Labor Service Contract Act Wage Rate Determination number 2005-2441 revision 17 (www.wdol.gov) applies. For reference purposes only, current armed guard services are performed twenty four hours per day seven days per week. There is no guaranteed minimum number of hours or days; offerors should be aware that number of hours and number of days of service may be decreased during the term of this contract. There will be a base period of ninety days from date of award with two thirty-day option periods. There is no guaranteed minimum or maximum quantity in this solicitation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2005-85-2 effective February 26, 2016. This requirement is 100% set-aside for local firms under FAR 26.2 and FAR 52.226-4: 52.226-4 - Notice of Disaster or Emergency Area Set-Aside (Nov 2007) (a) Set-aside area. Offers are solicited only from businesses residing or primarily doing business in the counties of Clatsop, Columbia, Coos, Curry, Lane, Lincoln, Linn, Mutlnomah, Polk, Tillamook, Washington, and Yamhill, Oregon. Offers received from other businesses shall not be considered. (b) This set-aside is in addition to any small business set-aside contained in this contract. In addition, FAR 52.226-5 Restrictions on Subcontracting applies: 52.226-5 - Restrictions on Subcontracting Outside Disaster or Emergency Area (Nov 2007) (a) Definitions. The definitions of the following terms used in this clause are found in the Small Business Administration regulations at 13 CFR 125.6(e): cost of the contract, cost of contract performance incurred for personnel, cost of manufacturing, cost of materials, personnel, and subcontracting. (b) The Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the Contractor or employees of other businesses residing or primarily doing business in the clause at FAR 52.226-4, Notice of Disaster or Emergency Area Set-Aside; (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The Contractor or employees of other businesses residing or primarily doing business in the set-aside area shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials; (3) General construction. The Contractor will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees or employees of other businesses residing or primarily doing business in the set-aside area; or (4) Construction by special trade Contractors. The Contractor will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees or employees of other businesses residing or primarily doing business in the set-aside area. Prospective offerors should be aware that the primary place of contract performance, Salem, Marion County, Oregon, is not within the declared area of the disaster declaration. Three counties (Linn, Polk, and Yamhill) are adjacent to Marion County, and Multnomah County (Portland metropolitan area) is approximately forty miles north of the FEMA Joint Field Office. All offerors must be registered in the U.S. Government System for Award Management (www.sam.gov) at the time of the offer and provide a DUNS number in the response. Vendor must agree to keep DUNS and SAM entries current through the life of the contract. Payment will be made by automatic funds transfer to the financial information in the vendor's SAM registration. The vendor must also state that all online representations and certifications are current, complete, and accurate. Evaluation Factors: Award will be made on the basis of best value to the government which is not necessarily the lowest price. Award will not be "lowest price technically acceptable". Evaluation will be made on three factors as per FAR 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items: Factor 1: Experience. This factor is slightly more important than Price and Past Performance. This offeror is to provide verifiable evidence of experience in Class Two armed guard operations, preferably in disaster operations. This factor is not limited to Government contracts but shall include all relevant experience. Factor 2: Price. Offeror is to propose an hourly rate for one Class Two armed guard and an hourly rate for a second armed guard at the same location. In addition, the Offeror may propose additional line items in the Offeror's proposal. Factor 3: Past Performance. The offeror is to submit a list of all Federal Government contracts worked in the last seven years by contract number, and indicate Prime Contractor or Subcontractor. If subcontractor, list prime contractor points of contact. Include contracting officer and office location, Contracting Officer's Representative (COR), Technical Monitors, Quality Insurance Inspector/Evaluator, etc. Other than Federal contracts (ie State or local government, commercial) may also be used as references. Offers may be in any format that addresses all three evaluation factors and includes the required information: Offeror name, primary point of contact, DUNS number, address including county, email address and phone number A signed statement that the offeror meets the definition of a local firm as outlined in FAR 52.226-4 above. Signature may be manual or electronic.
