- N00164-16-R-GP20 - SOLE SOURCE - PROCUREMENT OF TR-333 HYDROPHONE CERAMIC ELEMENTS - FSC 5845 - NAICS 334419 Anticipated Issue Date: 07 MAR 2016 - Anticipated Closing Date: 07 APR 2016 - 2:00 PM EDT The Naval Surface Warfare Center, Crane Division has a requirement for the manufacturing of TR-333 Hydrophone Ceramic Elements in accordance with the Statement of Work and applicable drawings. The elements are a piezoelectric part. A solicitation will be issued pursuant to the procedures in FAR Part 15 for an anticipated Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) contract. The required quantities are minimum 3,000 and maximum 20,000 TR-333 Hydrophone Ceramic Elements over a five year period. The Delivery Terms are F.O.B. Destination, Inspection and Acceptance shall be at Source. There will be five (5) CLINs as follows: CLIN001 - Powder Lot (US) - 20,000 Quantity CLIN002 - Powder Lot (FMS) - 20,000 Quantity CLIN003 - Ceramic Elements (US) - Min: 3,000 Quantity; Max: 20,000 Quantity CLIN004 - Ceramic Elements (FMS) - Min: 3,000 Quantity; Max: 20,000 Quantity CLIN005 - Data Requirements - CDRL A001 - Technical Report-Study/Services The Naval Surface Warfare Center (NSWC), Crane Division intends to enter into a FFP, IDIQ contract with EDO Western Corporation, 2645 S. 300 West, Salt Lake City, UT, Cage Code 24338 in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. The basis is that the Government has expended considerable effort and expense to develop the current certified source. The estimated cost to restore capability if a different vendor's Hydrophone Ceramic Element is procured is projected to be roughly $3.6 million higher than the proposed cost to utilize an existing certified source. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contractor must be registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Contractors must also be properly registered in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Information about the JCP is located at http://www.dlis.dla.mil. The documents are limited distribution (Distribution C) and will not be made available unless approval is granted. Interested contractors must be registered in the JCP in order to receive access. Information about the JCP is located at http://www.dlis.dla.mil/jcp. The solicitation will not be available for download but may be made available upon request. Offers must be submitted in the format specified within the solicitation to be considered. It is the responsibility of the Offerors to request a copy of the solicitation and to submit offers to the POC at NSWC Crane to be considered. Submitting an offer electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
