- MK 45 Mod 1 Electric Primer Assembly Questionnaire MK 45 MOD 1 Electric Primer (MK 45 Primer) Solicitation Number: W52P1J-16-R-0068 The Army Contracting Command - Rock Island (ACC-RI), on behalf of the Project Director Joint Products, Picatinny Arsenal, NJ is issuing a sources sought notice in an effort to identify capable sources for the production and delivery of the MK 45 Mod 1 Electric Primer Assemblies, NSN: 1390-00-877-5245, P/N: 2434755. The MK 45 Primer is an Electrically Primed Igniter that houses the ignition element. The Government anticipates that one Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) production contract with 5 available ordering periods will be awarded. Item Description: The MK 45 Primer is an Electrically Primed Igniter. The current design consists of a zinc-plated steel primer stock and 20.25 inch long zinc-plated steel blast tube. The primer stock houses the ignition element; containing the electrode, platinum/iridium bridge wire, normal lead styphnate and nitrocellulose ignition charge, and black powder booster charge. The ignition element and stock is assembled with the primer blast tube, which is loaded with black powder and sealed with paper cups and purple lacquer. The metal components are zinc-plated steel, copper and brass. The approximate dimensions of the final assembly are 21.5 inches long and 1.25 inches in diameter. The Navy utilizes the MK 45 Mod 1 Electric Primer Assembly in the 5"/54 caliber Naval Gun system. This primer is a component of the MK 67 Mod 3 Propelling Charge for 5 inch naval gun ammunition and is threaded into the base of a propelling charge case. The propelling charge is initiated by an electrical impulse to the MK 45 Mod 1 Primer igniting a chemical composition which ignites a series of black powder charges. The flame from the main black powder charge is vented through holes in the primer tube that then ignites the main propellant within the cartridge case. This item is used in an automatic feed system so reliability to performance is crucial. CRITICAL PROCESSES/SKILLS: An acceptable vendor must be able to display the skills of their employees and established expertise in completing essential operations of manufacturing the MK 45 Mod 1 Electric Primer Assembly. Essential operations include hydrostatic testing of primer tubing, machining and processing of metal parts (lathes, punches, drills, etc.), bridge wire soldering and assembly, maintaining moisture levels in black powder, radiographic inspections, handling of explosive components, thread locking and torqueing, and application of purple lacquer. Experience in dealing with similar systems/technical operations critical to the primer system, including a properly trained workforce with proper engineering support. Notable technologies would include experience with soldering operations, explosive operations (both black powder loading and ignition charge manufacturing), building controls for humidity monitoring, experience with (and capability of) radiographic examination, and the ability to control dimensional and functional design requirements. RESPONSES: Interested companied who consider themselves capable of manufacturing the MK 45 Mod 1 Electric Primer Assembly, are invited to indicate their interest by providing the U.S. Government with the following information: a. Provide a brief summary of the company's capabilities (a description of the facilities, personnel experience, quality system, and past manufacturing experience) and capacity. b. Identify and include a brief summary of any potential key sub-tier vendors or subcontractors and identify key components or processes that would be subcontracted. c. Discuss the feasibility of or alternatives to the Government's preferred lead-time of 300 days after award for First Article Test (FAT) Sample and 365 days after award for production deliveries to commence. d. Provide a rough order of magnitude (ROM) prices for an approximate FY17 production quantity of 5,000 - 25,000 MK 45 Mod 1 Electric Primer Assemblies, and a ROM for First Article Test sample. e. Identify minimum and maximum monthly production quantities and identify the available capacity. f. Identify your company's size status for the identified NAICS code in your response. g. Complete the attached MK 45 Electric Primer Questionnaire that is provided as an attachment to this announcement. Notice: The Technical Data Package (TDP) associated with the MK 45 Primers is classified as Distribution D, limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 2751 ET SEQ.) or the Export Administration Act of 1979, as amended Title 50, U.S.C., APP 2201, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. The TDP will be made available through FBO at https://www.fbo.gov/fedteds/W52P1J16R0068, and after submission of a valid DD2345, and AMSTA-AR Form 1350 Technical Data Request Questionnaire. In addition, each company shall include the following information as a part of their request for the Performance Specification: Company name, Address, Company Cage Number, DUNS number, Company Size, Business Point of Contact, Technical Point of Contact. This sources sought notice/market survey is for information and planning purposes only, and does not constitute a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Industry responses to this sources sought do not represent binding offers, and the Government cannot accept an industry response to form a binding contract. The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of this item. All submissions are requested electronically within 30 calendar days from 7 March 2016. All information submitted will be held in a confidential status. All companies interested in a potential future solicitation for this item must be registered in the System for Award Management (SAM) at http://www.sam.gov.
