Description
The Naval Sea Systems Command (NAVSEA) Ship and Shore Maintenance Program Management Office for Information Technology (PMO-IT), SEA04I, has a requirement for enterprise support to the Navy Legacy Ship Maintenance and Logistics Support Information Systems (SMLIS) program. The SMLIS program supports U.S. Navy shore-based maintenance and logistics information technology systems. These systems are used to support a wide variety of business processes at the naval shipyards, regional maintenance facilities, ship repair facilities, and NAVSEA headquarters. The contractor shall be required to provide expert engineering support to the Government in the areas of information technology life cycle planning, operations and sustainment, documentation, program management, application technical refresh, testing, training, and deployment in support of these systems. ManTech International Corporation (ManTech) of 12015 Lee Jackson Highway Fairfax, VA 22033 is currently supporting this requirement under contract N00024-14-C-4110, which is a bridge contract from task order N00178-04-D-4080-EH01, competitively awarded on 18 July 2008. This contract is due to expire on 15 May 2016. RFP N00024-14-R-3125 was issued 17 September 2014 as a small business set-aside follow-on supporting the Navy Maritime Maintenance Enterprise Solution (NMMES) Initiative using the Navy's SeaPort-e electronic procurement platform. Pursuant to 10 U.S.C. 2304(c)(1), ManTech is the only responsible source capable of fulfilling the Navy's requirements for continuing SMLIS support without unacceptable delays in fulfilling the Government's requirements until the follow-on competition is completed and the resulting contract awarded. The period of performance for the immediate sole-source contract is anticipated to be from 18 April 2016 through 17 April 2017 as a three month basic contract with three optional three month periods to enable the continuation of these critical services. The principle places of performance are Washington, DC, Norfolk, VA, and Rocket Center, WV. Parties interested in subcontracting opportunities should contact ManTech directly.
