Description
This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract to Construct a Hydrant Fuel System at Dover Air Force Base, Dover, Delaware. Contract work consists of constructing a three outlet Type III hydrant fueling system, two 795-kiloliter (kl) (5,000-barrel) aboveground fuel storage tanks, a 114 liter-per-second (1,800 gallon-per-minute) pump house and fuel filter/separator facility, transfer pipeline, emergency generator, and product recovery system. Work includes all necessary piping, control systems, cathodic protection, automatic tanks gauging, site work, antiterrorism / force protection measures, utility connections, firefighting pump house and tanks, and security lighting. Project may also include remediation/disposal of contaminated soil. Estimated cost range of the project is $10,000,000.00 to $25,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237120 and the small business size standard is $36.5 Million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in the specified work, as well as their technical capabilities. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than five pages. Responses should be sent to this office on or before March 21, 2016 by emailing Emily.M.Acedo-Malaney@usace.army.mil.
