- Notice of Intent to Sole Source - High Performance Technologies Innovations, LLC Acquisition Plan Number: VA701-16-AP-0036 The Department of Veterans Affairs, Program Contract Activity - Central intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with: High Performance Technologies Innovations, LLC 1320 Braddock Pl Alexandria VA 22314; for the purchase of services for VHA Release Management Approval Process (RMAP). The objectives of this service are as follows: "Allow VHA stakeholders the opportunity to review application software release submissions prior to initial operating capability (IOC) entry (limited production testing) and/or exit (national release). "Approve, adjust, or stop application software release submissions as necessary to support Veteran safety and/or privacy and the integrity of data and systems "Provide visibility into application software products being released "Reduce time to obtain approvals "Manage a standard review and approval process and provide stability to the release management process Utilizing the RMAP, VHA processes between 400 - 500 application software release submissions per fiscal year. The target timeline for processing an application software release submission is 10 working days; the goal is to responsibly meet the RMAP objectives in less than the expected target timeline. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
